Village Council Meeting Minutes, June, 2019
The Council for the Village of Caldwell met in regular session on Monday, July 8, 2019 at 6:00 p.m., with the following members present: Doan, Postlethwait, Welsh, Saling, Minosky and Antill.
The previous month minutes approved as written.
A motion was made by Minosky seconded by Welsh that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. All in favor motion carried.
Mayor Bates discussed dog complaints he had received. Mayor Bates suggested putting the Village’s Ordinances on barking dogs in the newspaper.
Sgt. Robert Pointer reported on activity in the Village stating that during patrolling hours deputies did several property checks and reports of suspicious activity. Dog barking complaint investigated with deputies advising caller if there were several neighbors complaining they should all attend the council meeting to have their grievance heard.
A second reading held on Ordinance 2019-05 amending the policy and procedures handbook. Councilman Antill and Postlethwait voiced they are not in favor of paid lunches. Several employees attended meeting and voiced concerns about changes.
A motion by Postlethwait seconded by Welsh to accept Ordinance 2019-06 amending tax clerk compensation. All in favor, motion carried.
A motion by Postlethwait seconded by Doan to waive the three reading rule on Ordinance 2019-06. All in favor, motion carried.
Minosky reported checking into funding for local roads thru an Oil and Shale program.
Minosky invited employees to attend committee meetings.
Service and Safety Committee reported on the following: Welsh – Cumberland Street Pine trees need removed. Antill – Sidewalk Project update with a start end of July. Working with Earl Ramage on tree removal. Antill also reported he had contacted BWC for confined space training for employees. Doan – following up on setting up CPR and First Aid training classes.
A motion made by Antill seconded by Postlethwait to advertise a public notice for SOQ (statement of qualifications) for an engineering firm to contract for the next phase of the sewer separation project. All in favor motion carried.
A new phone system discussed with council giving the clerk permission to follow up and replace current system.
Flooding in basement from recent storm discussed with down spouts continuing to be an issue.
Minosky working to remove dead trees in Sunset Park.
Motion made by Saling seconded by Antill for Caldwell Volunteer Fire Department to hold their annual festival on square with street closures. All in favor, motion carried.
Motion made by Minosky seconded by Saling approving the sidewalk applications for the Methodist Church on Main Street. All in favor, motion carried.
Motion to adjourn by Saling seconded by Minosky. All in favor, motion carried.
