Village Council Meeting Minutes, November, 2019
The Council for the Village of Caldwell met in regular session on Tuesday, November 12, 2019 at 6:00 p.m., with the following members present: Doan, Welsh, Saling, and Minosky. Absent Antill and Postlethwait.
Previous month minutes approved as written.
A motion was made by Minosky seconded by Saling that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. All in favor, motion carried.
Mayor Bates congratulated Misty Wells on her win for Mayor. Bates also discussed funding for Area F project and bidding would take place in December and project awarded in January.
Second reading on Ordinance 2019-07 Inappropriate Furniture held.
Ordinance on Golf Carts tabled for further review. Council President Doan stated that according to the Sheriff the Village would have to hire an inspector to follow Ordinance. Doan recommended following ORC.
Councilman Minosky reported on a new program with the Attorney General’s office to help local government collect on unpaid taxes. Minosky reported that the tax clerk informed him there are a few residents not paying the tax. Village Solicitor Ferguson highly recommend the village use this program. Minosky also reported the Historical Society application for the Village is up for review on December 6.
Minosky thanked Mayor Bates for his service and praised his work the last four year especially with paving in the Village.
Council Minosky stated to council he would be asking council to review a 2 percent cost of living raise for employees at next council meeting. Welsh thanked Aaron Reed for his efforts during Halloween. Welsh informed the mayor and Council that Mr. Cordell of Sunset is very happy with tree removal stating a very professional job.
Councilwomen Welsh stated that she thought Halloween had a great turnout and should be taken into consideration to have on Saturdays in the future. Welsh stated that new plow truck should be arriving soon and new roof installed following week.
Councilman Minosky reported on the work done by the Caldwell Eagle Scouts and Street Department at Sunset Park stating new hoops, backboard installed along with new picnic tables.
A motion made by Minosky seconded by Welsh to accept the health insurance renewal with the Health Plan of the Mid Ohio Valley at a 5.8% increase. All in favor, motion carried.
Minosky also reported on some funding he had been looking into with the possibility of a restroom facility at Caldwell Lake. Minosky would like the village website to link the Noble County Historical Society. Minosky also asked that the clerk order door stickers for new trucks.
Mayor Bates, Board Member Radcliff and Solicitor all agreed that the water department move forward with installing a fence around the Water Tower on T-Ridge Road. Radcliff stated that the EPA is mandating fence.
Solicitor Ferguson stated that Mayor Bates has been a professional and gentleman and Ferguson stated it has been a pleasure to work with him.
Sergeant pointer presented council with an activity sheet stating deputies had done property checks, responded to suspicious activity, theft at a business and several citizen assist. Pointer, Mayor and council discussed a camper in Village questioning if someone living in. Pointer stated he would follow up.
Council discussed loitering on track with mayor stating signs been ordered.
Motion to adjourn by Minosky seconded by Saling. All in favor, motion carried.
