Village of Caldwell Council Meeting Minutes for August, 2021
The Council for the Village of Caldwell met in regular session on Monday, August 9, 2021 at 6:00 p.m., with the following members present: Antill, Rucker, Welsh, Saling, Minosky and Postlethwait.
The previous month meeting minutes approved as written with correction.
Motion by Rucker seconded by Antill that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. All in favor motion carried.
Mayors comments: Chuck Shearn working as interim Village Administrator and going well and catching up on projects. Fireman’s Festival good turnout. Pickle Ball at Sunset Park is success. Restrooms on hold at Caldwell Lake. Village Administrator opening posted.
Deputy Barton of the Noble County Sheriffs Office reported on the following: 80 hours service dedicated to Village. Several additional hours spent this month on calls requiring multiple units to respond. Property checks, criminal investigations including an assault on deputy, one felony arrest made, several drug investigations.
Councilwomen Welsh stated trees in need of trim on North Street.
Pam Kropp village resident voiced concerns on parking, need for tornado siren and possibility of council to get speakers so visitors can hear better.
Motion by Antill seconded by Saling to accept Resolution 2021-20 authorizing Mayor to sign into agreement with WE Quicksall for interim Village Administrator. All in favor, motion carried.
Motion by Minosky seconded by Antill to accept Resolution 2021-21 authorizing Mayor to sign into agreement with OPWC for financial assistance with the Sewer Interceptor Project. All in favor, motion carried.
Motion by Welsh seconded by Saling to accept Resolution 2021-22 authorizing the Mayor to sign change order for Sewer Area F Project. All in favor, motion carried.
Motion by Minosky seconded by Antill to accept Ordinance 2021-08 authorizing the mayor to execute all documents necessary to participate in the Ohio OPIOD Settlement. All in favor, motion carried. Motion by Minosky seconded by Antill to waive the three reading rule on Ordinance 2021-08. All in favor, motion carried.
Motion by Minosky seconded by Postlethwait to go into executive session inviting Mayor, Clerk and Solicitor. All in favor, motion carried.
Motion by Minosky seconded by Antill to go into regular session. All in favor, motion carried
Motion by Minosky seconded by Postlethwait accepting Ordinance 2021-09 establishing water rates for out of town. All in favor, motion carried. Motion by Minosky seconded by Saling to waive three reading rule on Ordinance 2021-09. All in favor, motion carried.
Committee reports:
Finance: Councilman Minosky stated general fund operating as should with revenue on tax looking good.
Planning-Zoning- Minosky approached by residents on village removing trees in back yards with Solicitor Ferguson stating personal property and would be up to home owner.
Tourism – Mayor Wells stated she would like to do some marketing for Village and plan during Christmas time. Ice Rink moving forward. Hopeful for kayaks at Caldwell Lake next year.
Service and Safety – Pothole patching looks great. Met with Engineer Coss on paving project with some streets removed due to concrete and bricks. Guardrail on Cliff Road needs replaced.
Other new business: Fire Department and water plant door replacements. 802 Spruce Street Closure on August 28,
