Village of Caldwell Council Meeting Minutes for November, 2020
The Council for the Village of Caldwell met in regular session on Monday, November 9, 2020 at 6:00 p.m., with the following members present: Antill, Rucker, Welsh, Saling, Minosky and Postlethwait.
Cole Atkinson of the Boy Scouts led the Pledge of Allegiance. Atkinson is active in helping veterans with racking leaves, mowing, snow shoveling and is in charge of the flags in Caldwell.
The previous month minutes approved as written.
Motion by Antill seconded by Rucker that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. All in favor motion carried.
Mayor Wells reported the following: Wrapping up yearend loose ends, met yearly goals, Christmas decorating started. Wells thanked Rucker, Welsh, Postlethwait and Keffer for help with decorating. Hopeful to have some sort of parade for Christmas. Journal Leader hosting Christmas contest. Tree lighting Wednesday before Thanksgiving. Ball-Caldwell House hosting Christmas event December 5.
Village Administrator Jeremy Keffer reported Jason Norman of 1025 Fairground Street would like to open a general gunsmith shop. Keffer stated it would not violate any zoning laws.
A motion by Minosky seconded by Postlethwait to allow the gunsmith shop to open at 1025 Fairground Street. All in favor, motion carried.
Keffer also reported on water meter installation and recommend to council to donate some of the Cares Act money to the Caldwell Volunteer Fire Department.
Sergeant Pointer of the Noble County Sheriff Office reported on department activity stating it had been a very quiet month. Noise complaints, hit and skip investigated with 87.75 hours dedicated to the Village. Pointer also stated that he and VA Keffer had been working well together handling complaints.
Motion by Welsh seconded by Saling to accept Resolution 2020-22 authorizing the Village council to donate 2 Remington 870 Shot Guns to the Noble County Sheriff’s Department. All in favor, motion carried.
Motion by Antill seconded by Postlethwait to accept Resolution 2020-23 authorizing the administration to advertise bids for oil and gas leasing on Village property. All in favor, motion carried.
Motion by Rucker seconded by Saling to accept Resolution 2020-24 authorizing the Clerk/Treasurer to increase the budget and current appropriations to disburse Cares Act monies. All in favor, motion carried.
Motion by Welsh seconded by Postlethwait to accept Resolution 2020-25 authorizing the Clerk/Treasurer to transfer money from the Local Coronavirus relief fund to the General Fund and Sewer Fund. All in favor, motion carried.
Motion by Antill seconded by Postlethwait to accept Resolution 2020-26 authorizing expenses for Caldwell Volunteer Fire Department fire truck. All in favor, motion carried.
Second readings held on Ordinances 2020-12 Water Leak Policy and 2020-13 water and Sewer increase.
Motion by Welsh seconded by Saling accepting Ordinance 2020-14 agreement with ODOT on state highways inside Village Corporation limits. All yea with Antill abstaining, motion carried. Motion to waive three reading rule on Ordinance 2020-14 by Welsh seconded by Minosky. All yea with Antill abstaining motion carried.
Councilman Antill discussed sidewalk improvements and reported on stop sign missing.
Councilwomen Welsh discussed tree removals.
Councilman Postlethwait reported Village Ordinances are now online.
A petition for a new streetlight on North Street presented to council with VA Keffer to follow up on.
Mayor Wells presented a proposal from AEP to replace lighting around square with LED lights. Council to follow up on next meeting.
Village Administrator Keffer reported Sunset Pond and ramp at Caldwell Lake finished.
Councilman Rucker discussed reviewing and changing Village handbook.
Motion to adjourn by Rucker seconded by Postlethwait. All in favor, motion carried.
