Village of Caldwell Council Minutes for May, 2024
The Council for the Village of Caldwell met in regular session on Monday May 13, 2024 at 5:00 p.m., with the following members present: Antill, Rucker, Minosky, Welsh, and Hopkins. Postlethwait absent.
The previous month regular minutes approved as written.
Motion by Minosky seconded by Welsh that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying monthly. All in favor motion carried.
Mayors comments: 4.9 Million Dollar Revitalization Project Awarded to Village with first meeting to be held May 14, 2024. Vista Grant available for business to submit again this year. Sewer project continuing.
Village Administrator comments: Sewer repair today. Zoning questions for solicitor for Huck property purchase. Clerk/treasurers questioned annexation before purchase property with solicitor to follow up.
Lynn Gentry introduced himself discussing the possibility of leasing Caldwell Lake for oil and gas. Gentry stated that there are very successful wells in the area.
Jason Weber, Audrey Steed and Bob Bond representing local satellite water companies approached council with the request to be contacted about water rate increase so they can adjust their rates according. Mayor Wells discussed having regular meetings with satellite companies to plan and proceed with increases and funding.
Ordinance on water increase discussed with an amendment to Section 2 with a motion by Hopkins seconded by Minosky accepting Ordinance 2024-03 to increase water sales. All in favor, motion carried.
Motion by Minosky seconded by Antill accepting Resolution 2024-10 increasing appropriation 5702-800-590. All in favor, motion carried.
Committee reports:
Planning/Zoning:
Service/Safety: Village Clean Up days June 6-8 with trash pick available June 6 and 7. Antill requested Crum have lines painted in town with Rucker adding curbs in need of paint. Becky Hayes curb discussion.
Finance: Clerk/Treasurer reported that 2022-23 Audit has begun.
Parks/Rec: Disc Golf meeting coming up.
Motion by Minosky seconded Welsh accepting ODOT Safe Pathways to School change order for $845.00. All in favor with Antill abstaining, motion carried.
Bid opening for Water Plant Project delayed.
Mayor Wells discussed repairing pickle ball court receiving quotes.
Deputy May of the Noble County Sheriffs Department reported on village activities with Railroad Street speeding, Sunset Hills Road condition complaints. Domestic Violence Office available and ready.
Motion to adjourn by Rucker seconded by Antill. All in favor, motion carried.
