Village of Caldwell Meeting Minutes for October 2025

The Council for the Village of Caldwell met in regular session on Tuesday, October 14, 2025, at 6:00 p.m., with the following members present: Rucker, Antill, Welsh and Hopkins, Minosky and Postlethwait absent.

The previous month’s meeting minutes approved as written with corrections.

Councilwomen Hopkins and Councilman Antill questioned Great lakes and Linde bills with clerk treasurer explaining that payments were for freight and rental equipment. Antill also questioned Village Administrator on charges for water for interstate job with Shelly and Sands. Conaway stated that the water is being metered and will be billed.

A motion was made by Welsh seconded by Hopkins that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. All in favor motion carried.

Mayor comments: Downtown revitalization project is short in funding with 2 million in cuts with lighting, walkway paths and entertainment stage to be kept and completed in project. Gwynn Stewart looking for funding for furnishings cut from project. Project should start this month with completion date of October 2026. Sidewalk projects continuing. NatureWorks Grant submitted for Sunset Park Parking Lot Project awaiting approval. Paperwork submitted for Sewer Plant Prison Lift Station. Water plant employees continuing to install new meters. Christmas planning continuing. Parade will be held around square.

Sheriff Mackie discussed the Golf Cart Ordinance and steps that residents will take to receive approval.

Councilwomen Welsh requested more patrolling on North Street with Deputy May stating he will patrol area more.

Mayor Wells invited candidates running for council to speak at meeting with Dusty Glidden and Matt Wyscarver in attendance with each candidate stating they are running in hopes of betterment of the Village.

Motion by Rucker seconded by Minosky accepting Ordinance 2025-06 for radio, amplifiers, etc. All in favor, motion carried.

Motion by Welsh seconded by Postlethwait accepting Ordinance 2025-07 increasing sewer rates. All in favor, motion carried.

First Reading 2025-08 Trash Can Ordinance.

First Reading 2025-09 Salaries. Operator of Record Class 1 addition.

Finance and Rules: Clerk/Treasurer discussed need for additional appropriations with council to hold a finance meeting. Mayor Wells requested money for Downtown Revitalization and invited council to join in meetings for project.

Councilman Minosky requested deputy May check out Volkswagen on Belford Street with expired plates.

Councilman Antill reminded that Halloween is October 30 from 6-7. Antill requested that the Village repair Cedar Cove parking lot where water leak was.

Councilwoman Welsh stated that dead pine trees on Lincoln Drive need addressed.
