Village of Caldwell Meeting Minutes for September, 2024

The Council for the Village of Caldwell met in regular session on Monday September 16, 2024 at 5:00 p.m., with the following members present: Antill, Rucker, Minosky, Postlethwait, Welsh and Hopkins.

The previous month regular minutes and special minutes approved as written.

Motion by Welsh seconded by Rucker that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying monthly. All in favor motion carried.

Mayors comments: Wrapping up sewer project, punch list provided. Signed substantial completion. Funding meeting coming up for water project, awaiting award. Plans to move bulk water station to Rohrbaugh building from water plant at a cost of $58,000. Current revenue is $11,100.00. Discussion on County Road 56 sewer extension with County Commissioners agreement to follow. Village Administrator Crum last day September 13, 2024 with Mayor Wells thanking him for his service. Mayor Wells added new village administrator Conaway doing a good job.

Motion by Minosky seconded by Postlethwait approving Bulk Station installation by ePanel Plus Ltd. All in favor, motion carried.

Village Administrator comments: Miller Street curb/sidewalk project complete. Cornhole boards received and looking into fire pits for near skating rink. Clearing rink for fall. Caldwell Lake garage painting and removal of outhouse to follow.

Deputy May of the Noble County Sheriff Department reported handling of code violations and couple of youth accidents. Councilman Rucker requested wrong way parking to be addressed. Rucker also requested possibility of one-way street from Young to North Street. May stated extra man power will be implemented during the 5K and Trick or Treat.

Greg Gifford on Superintendent of Caldwell Schools approached council to discuss possibility of parking and access from Railroad Street for a one-way road for the new complex. An agreement to be created.

Motion by Minosky seconded by Hopkins accepting Resolution 2024-24 accepting the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor. All in favor, motion carried.

Motion by Rucker seconded by Postlethwait accepting Ordinance 2024-04 amending rental fees for Caldwell Lake Pavilion. All in favor, motion carried.

New Business: Trick or Treat slated for October 31st from 6-7 p.m. Follow up discussion on leasing Caldwell Lake. Awaiting attorney recommendation.

Mayor meeting with Miss Hesson at Caldwell Schools for a program with students working on pros and cons of a Dog Park in the village.

Village Administrator Conaway to take the street sweeper to Caldwell School for story time October 1st.
