Board of Public Affairs Meeting Minutes, May, 2019

The Board of Public Affairs for the Village of Caldwell met in regular session on Monday, May 13, 2019 at 10:00 a.m. with the following members present: Clark, Estadt. Radcliff absent.

            Minutes for the previous meeting and special meeting approved with correction.

A motion to pay the bills including monthly bills made by Estadt seconded by Clark. All in favor, motion carried.

Dana Indermuhle of Swiss Valley Associates one of founding members of company introduced himself to the board and discussed upgrades and recommendations for the Sewer Plant.

Jason Weber, Water Plant Superintendent reported on plant operations. Weber informed the board that he is currently working with Ohio Rural Water on the GIS system and he will be purchasing tablets for the plant.

Board chair Clark discussed the water plant production and the feasibility study. Clark questioned Weber as to whether plant could operate on Caldwell Lake alone. Weber stated that he had ran off Caldwell Lake for about a year in the past. Board discussed need for another water source or building on to plant.

Weber also informed Board that he had installed 47-48 meters last month and several this month.

Clark and Weber discussed installing master meter at Fairgrounds for better readings and control of water usage.

             Jerod Ramage, Sewer Plant Superintendent reported on plant operations. Ramage reported the following: Clarifier painting and repairing underway. Sludge Addition building beginning. Installing generator at prison lift station.

            Motion by Clark seconded by Estadt to recommend to Council to rent the Rodney Rohrbaugh building. All in favor, motion carried.

            A motion made by Clark seconded by Estadt to give Steve Ross a sewer refund for property 705 Railroad Street. All in favor, motion carried.

            A motion made by Estadt seconded by Clark to remove penalties on the Noble County Agricultures bill. All in favor, motion carried.

            A motion made by Clark seconded by Estadt to recommend to council to advertise for bid to sell tractor from Caldwell Lake. All in favor, motion carried.

A motion to adjourn made by Clark seconded by Estadt. All in favor, motion carried.
