Village Council Meeting Minutes, March, 2020
The Council for the Village of Caldwell met in regular session on Monday, March 9, 2020 at 6:00 p.m., with the following members present: Antill, Postlethwait, Welsh, Saling, Minosky and Doan.
Previous month minutes approved as written.
A motion was made by Minosky seconded by Welsh that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly and year end. All in favor, motion carried.
Mayor Wells reported on the following: Working on cleaning village by stopping by residences and enforcing Ordinances. Checking into new benches, flowers, banners to spruce up Village. Village will be in charge of 2020 Christmas Parade and mayor stated she is open to suggestions and any help with the parade and decorating.
Sgt. Pointer reported on activity with 83.75 hours dedicated to Village with 29 calls for service and Sgt. Pointer stated he had been working with Mayor on areas of concern in the Village.
David Blank of Apt. D 515 Main Street approached council with the hopes of the Village working with him to find an open area for dogs to run. Blank inquired about an area inside of walking track. Blank also stated he would be willing to donate a $1,000.00 towards the project. Mayor Wells and councilman Minosky replied to Blank that they had been looking for a place as well with an option at the end of Bridge Street.
Shane and Donna Rucker of 521 Fairground Street approached council requesting to remove dead tree in front of their house. Council decided due to the size of the tree that the Street Department could remove tree.
A motion to accept Resolution 2020-04 by Postlethwait seconded by Antill authorizing the mayor to sign into contract with American Legal Publishing to update the Villages Codified Ordinances. All in favor motion carried.
A motion to accept the third reading on Ordinance 2020-01 Appropriations for 2020 by Minosky seconded Saling. All in favor motion carried.
A motion to accept Ordinance 2020-02 revising salaries by Doan seconded by Saling. Doan, yea, Saling, yea, Minosky, abstain, Antill, no, Postlthwait, no, Welsh, yea. Motion carried.
Historic Ordinance tabled.
Councilman Minosky reported he is continuing working on historic district paperwork. Looking at pricing on new street sweeper for the Street Department.
Councilman Antill announced trash clean up will be May 30, 2020. Any resident needing help with pick up can contact the village. Council President Doan to contact Buckey Disposal and Mayor Wells to contact commissioners to see if any interest in a joint effort.
Councilwomen Welsh reminded residents of sidewalk application available in front office.
Councilman Minosky reminded residents to apply for permit when building fences.
Mayor Wells discussed the Village Administrator position with council decided to review at next committee meeting.
Councilman Minosky also discussed replacing brick inlay around square.
Motion to adjourn by Saling seconded by Minosky. All in favor, motion carried.
