Village of Caldwell Council Meeting Minutes for March, 2022

The Council for the Village of Caldwell met in regular session on Monday, March 14, 2022 at 5:00 p.m., with the following members present: Antill, Rucker, Saling, Minosky and Postlethwait. Welsh absent. 

The previous month regular minutes approved as written including the March 1, 2022 special meeting. 

Motion by Minosky seconded Saling by that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly.  All in favor motion carried. 

Mayors comments: Applying for paddling grant early spring. Disc Golf at Caldwell Lake proceeding. Buckeye Trail now a state trail. Christmas planning beginning with Mayor asking for anyone interested in being on committee to contact her. This will be last month for skating until fall.  

Village Administrator Crum comments: Ohio Erie to receive notice from new solicitor. Bucket truck inspection scheduled. Employee off from sewer plant due to at home injury. Working with County Engineer Coss on bridges in village and Circle Drive. Capital budget meeting held with Hoagland and Jones for walking track improvements. 

Deputy Channell of the Noble County Sheriffs Office reported activities in the Village. Channell conducted 11 traffic stops and investigated theft complaint, suspicious activity, parking complaints and safety checks. There was also an overdose death in the Village. Deputy Channell Zoned the Village into 5 departments with Zone 3 with the most activity.  Deputy Channell also sated he had been to K-9 training the week of February 21st. Councilman Minosky requested Deputy Channell to coordinate with the village on clean up days to clean up Ordinance violators in the Village. 

Motion made by Antill seconded by Postlethwait to accept Resolution 2022-08 authorizing the mayor to sign into agreement with Jim Lenner of Neighborhood Strategies LLC for professional advice, guidance and assistance with the village administrator. All in favor, motion carried. 

Motion made by Minosky seconded by Rucker accepting Ordinance 2022-01 authorizing the clerk/treasurers 2022 appropriations. All in favor, motion carried. 

Ordinance 2022-02 second reading on salaries held. 

Committee reports: 

Planning/Zoning:  

Tourism: Council president Postlethwait congratulated Minosky on Historical Society Award. Service/Safety: Councilman Antill requested more stone on Sunset Drive and Cornstalk Road in need of repairs. Councilman Saling to ride along with Channell for junk car removal.  

Finance: Councilman Minosky stated appropriations inflated due to large sewer project. Councilman Rucker stated discussions to be held on Villages insurance. Village Admin Crum stated cleaning lady will charge $10 hourly.  

Parks/Rec:  

Motion by Minosky seconded by Saling to accept the Village eye and dental insurance renewal with Untied Healthcare. All in favor, motion carried.  

Motion by Antill seconded by Postlethwait to accept the Caldwell Volunteer Fire Department agreement. All in favor, motion carried. 

Clean up days May 12, 13 and 14 with curbside pickup available Thursday and Friday. 

Postlethwait reported on parking meters from report he received from McConnelsville. Mayor Wells sated council needs to decide to enforce or not enforce meters.

Mayor
