Village of Caldwell Council Meeting Minutes for February, 2022

The Council for the Village of Caldwell met in regular session on Monday, February 14, 2022 at 5:00 p.m., with the following members present: Antill, Rucker, Welsh, Saling, Minosky and Postlethwait.  

The previous month regular minutes approved as written. 

Motion by Minosky seconded Saling by that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly.  All in favor motion carried. 

Mayors comments: Applying for several different grants. Submitted for EMA funds for snow removal. Skating rink visitors from all over.  

Village Administrator Crum reported new vendor in town Sweet Shop. Superintendent meetings discussed potholes and purchasing outer wear.  

Deputy Channell of the Noble County Sheriffs Office reported activities in the Village. 

Chris Estadt and Greg Gifford representing Caldwell Schools approached council and discussed the possibility of the Caldwell Schools purchasing the former funeral home property from the Rohrbaugh. Estadt discussed partnering with the village and community to work together on project. Mayor Wells suggested working together but applying for separate grants.  

Neighbors near Caldwell Post office discussed junk cars and dogs in alleys and yards. 

Jack Hayes approached council to discuss non-payment from Ohio Erie Excavating contractor on Sewer Area F Project. 

Motion by Minosky seconded by Saling accepting Resolution 2022-02 authorizing the mayor and or village administrator to sign a memorandum of understanding with the Ohio State University Extension, Noble County and work cooperatively on the East of I-77 Business Park Project. All in favor, motion carried. 

Motion by Welsh seconded by Postlethwait to accept Resolution 2022-04 authorizing the mayor and or village administrator to apply for the AARP Community Challenge Grant. All in favor, motion carried. 

Motion by Minosky seconded by Saling to accept Resolution 2022-05 authorizing the mayor and or village administrator to apply for the infrastructure investment and jobs act thru the EPA. All in favor, motion carried. 

Motion by Antill seconded by Rucker authorizing the mayor and or village administrator to apply for financial assistance through the Department of Natural Resources Waterway Safety Fund for Public Boating Access. All in favor, motion carried. 

Second reading held 2022-01 Appropriations. 

First Reading 2022-02 Salaries.

Planning/Zoning:  

Tourism: 250 People answered Survey online.  

Service/Safety:  

Finance: Increase in Chemical Supplies for Water Plant. Crum discussed Village Equipment Lease Plan.  

Parks/Rec: Lake is icy therefore gates closed until Spring. Disc Golf to start in Spring.
