Village of Caldwell Meeting Minutes for May 2026

The Council for the Village of Caldwell met in regular session on Monday, May 11, at 5:00 p.m., with the following members present: Rucker, Minosky, Postlethwait, Griffin and Wyscarver. Antill absent.

The previous month’s meeting minutes approved as written.

A motion was made by Minosky seconded by Rucker that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. All in favor motion carried.

Mayor comments: Downtown revitalization project projected finish date August 30, 2026. Walls on courthouse lawn will be bricked with decorative trees. Frazier/Railroad water and drainage problems discussed with hopes of OPWC funding to aid in cost.

VA comments: Restroom project behind municipal building beginning. Applying for Grant 629.

Stanton Clark resident at 831 West Street approached council with a request for a variance for a garage. Garage will be larger than code allows.

Motion by Minosky seconded by Rucker to allow for variance at 831 West Street. All in favor. Motion carried.

Residents form Bronze Heights including Cheryl Cross and Gary Yoss approached council on water distribution to their area. Currently the village only provides water to the division. Residents inquired about Village taking over lines a providing more services. Annexation was discussed along with residents to follow up and approach commissioners for help.

Motion by Griffin seconded by Postlethwait to accept Resolution 2026-06 WPCLF loan for Caldwell Sewer Lift Station project. All in favor. Motion carried.

Motion by Minosky seconded by Wyscarver to accept Resolution 2026-07 increase of appropriations. All in favor. Motion carried.

Motion by Wyscarver seconded by Postlethwait to accept Resolution 2026-08 OPWC emergent money for Railroad/Frazier Street repairs. All in favor. Motion carried.

Motion to adjourn by Minosky seconded by Wyscarver. All in favor. Motion carried.
