Village of Caldwell Meeting Minutes for April, 2025

The Council for the Village of Caldwell met in regular session on Monday, April 14, 2025, at 6:00 p.m., with the following members present: Rucker, Antill, Postlethwait, Welsh and Hopkins. Minosky absent.

The previous month’s meeting minutes approved as written.

A motion was made by Antill seconded by Hopkins that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. Bills to include Freshpark for skate rink. All in favor motion carried.

Mayor comments: Meeting with Designing Local for downtown revitalization with a lot happening in the upcoming months. Fireman’s Festival to be held behind City Hall. Water Plant Projects continuing. All projects have been turned in for funding opportunities.

VA comments: West Street Project wrapping up soon.

Deputy May discussed Ordinance violations with notices sent to residents in non-compliance. Some residents waiting on Clean up Days for trash removal from their properties. Following up with solicitor on letters for junk car violators. Deputy May also stated that his team along with school officials cracking down on students speeding in town with a few tickets written to violators.

Pam Knopp resident of Village discussed parking on Belford Street stating people parking too close which makes hard to see around for cars. Deputy May suggested curbs in need of painting. Knoff also discussed fast driving in village and that her yard needs attention form Water Plant where they had dug up her meter. Conaway to follow up on yard.

Visitors from Caldwell Elementary School including Adam Chandler, Tiffany Speck and Dustin Robinson approached council about the discussion of annexing the school into the Village. Mayor Wells and Council president Postlethwait explained that this was a mutual agreement with the School Superintendent with a contract signed for use of Village property with the annexation to take place. Chandler questioned why now and not done previously. Mayor Wells explained with the purchase behind Braden Med and the request from them to be annexed this is a good time for the Village to expand. Paige explained that the properties must touch one another and now the Village can annex the school and the new health complex.

A motion by Welsh seconded by Postlethwait to accept Resolution 2025-06 authorizing the village to apply for financial assistance with ODNR under the NatureWorks Grant Program. All in favor. Motion carried.

A motion by Hopkins seconded by Postlethwait to accept Resolution 2025-07 authorizing the village to partner with PAWS. All in favor with Welsh abstaining. Motion carried.

A motion by Rucker seconded by Antill to accept Resolution 2025-08 authorizing an increase in appropriations. All in favor. Motion carried.

A motion by Antill seconded by Welsh accepting Resolution 2025-09 authorizing the mayor to sign a 60-month contract with IGS for electric services. All in favor. Motion carried.

A motion by Rucker seconded by Postlethwait to accept Resolution 2025-07 authorizing the village to partner with Small Town Big Dreams. All in favor with Welsh abstaining. Motion carried.

A motion by Rucker seconded by Hopkins accepting Ordinance 2025-02 authorizing salaries and pay increases. All in favor. Motion carried.

Ordinance 2025-03 held for next meeting. Awaiting solicitor revisions.

Committee Reports:

Finance – Discussion on ODNR NatureWorks Grant ADA compliant parking lot in Sunset.
Grant submittal due June 2, 2025.

Service and Safety – Frazier Street in need of repair from Pryor Dozer work. Councilwoman Welsh discussed Walnut Street sign need of removal and complaint she received from the Journal Office on sewer issues. Village Administrator to follow up on both.

Motion by Rucker seconded by Welsh for Village Clerk to purchase street sweeper upon appropriation increase approval from auditor. All in favor. Motion carried.

Reminder – Village Clean up Days to be held May 29, 30 and 31st. Village pickup available on May 29 and 30th.

Motion to adjourn by Hopkins seconded by Antill. All in favor, motion carried.
