Village of Caldwell Meeting Minutes for May, 2021

The Council for the Village of Caldwell met in regular session on Monday, May 10, 2021 at 6:00 p.m., with the following members present: Antill, Rucker, Welsh, and Postlethwait. Saling and Minosky absent.

The previous month regular and special meeting minutes approved as written with correction.

Motion by Rucker seconded by Welsh that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly.  All in favor motion carried.

Mayors comments: Christmas meetings coming up, researching possibility of a local flea market, holding meetings Friday mornings at 9:00 with Gwen Stewart and commissioners discussing grants and community needs. Mayor Wells stated that the residents need to be aware of lawn maintenance Ordinances they will be enforced.

Deputy Barton of the Noble County Sheriffs Office reported on the following: 80 hours service dedicated to Village. Barton conducted 13 traffic stops, three arrest made on warrants, animal and juvenile complaints responded to. 3 alarm drops, one trespassing and one harassment complaint investigated. 

Councilman Antill questioned stop sign heights in the Village. To be followed up on. 

Motion by Welsh seconded by Antill to accept Resolution 2021-11 authorizing Mayor and or Village Administrator to apply for Grant through ODNR. All in favor motion carried.

Motion by Rucker seconded by Postlethwait to accept Ordinance 2021-06 raising outside water rates. All in favor, motion carried.

Committee reports:

Planning/Zoning: Car Shredder to be installed on Olive Street by Guernsey Scrap.

Service/Safety: Currently patching. Mayor Wells would like to sign a mutual aid agreement with Belle Valley for Street Sweeper service. Kennedy Drive repairs waiting on sewer project to go thru. Councilman Antill stated Jefferson Drive in need of repair. 

Finance: Councilman Rucker stated all good. 

Parks/Rec: Councilman Rucker reported that 2 of the four trees that were planted last year have died. 

Village Administrator Keffer reported the following: Waiting on AEP on electric pole at Ball/Caldwell House. Clean up signs to be posted. Wesley Keith turned in his two-week notice. Keffer stated that the sewer plant can maintain with four guys and Hardesty will be taking operators license test. 

Motion by Welsh seconded by Antill to change the committee meeting to 5:00 p.m. All in favor, motion carried.

Motion to adjourn by Antill seconded by Postlethwait. All in favor, motion carried.
