Village of Caldwell Meeting Minutes for June, 2021

The Council for the Village of Caldwell met in regular session on Monday, June 14, 2021 at 6:00 p.m., with the following members present: Antill, Rucker, Welsh, Saling, Minosky and Postlethwait. 

The previous month meeting minutes approved as written with correction.

Motion by Welsh seconded by Saling that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly.  All in favor motion carried.

Mayors comments: Swings placed at Sunset Pond. Picnic tables to be assembled. Clean up day huge success. Julie Lafollette winner of clean up day give away. 

Village Administrator comments: Hired Brian Ruppel and Jerod Stottsberry. Upcoming road closure on SR 821 for Area F Sewer Project. Ohio Erie hopeful to finish Area F Sewer Project by end of July. 

Deputy Barton of the Noble County Sheriffs Office reported on the following: 80 hours service dedicated to Village. Deputy Barton responded to 229 calls for service, 15 traffic stops. 16 property checks including Caldwell Lake, churches, businesses and sunset pond. Barton also conducted 7 criminal investigations and served 5 subpoenas.

Motion by Minosky seconded by Welsh to accept Resolution 2021-12 authorizing mayor to sign an amendment with WE Quicksall for Sewer Area F Project. All in favor, motion carried.

Committee reports:

Finance: Councilman Minosky stated holding steady with more to report on investments next month. 

Service/Safety: Councilman Rucker thanked Buckey Disposal, village employees, Caldwell Football Team and all who helped in any way for a very successful Clean-Up Day. Welsh reported on trees needing trimmed. 

Village resident Noel McFarland questioned Ordinance on neighbors’ trash. Sheriff Mackie stated that being a safety and security issue he would follow up on. 

Village Administrator Keffer also reported Family Dollar store sign is to be replaced and the sign at the car wash will be removed.  

Bid opening for the State Route 821 Waterline replacement with the following: Hazen Services, $359,953.00. Zemba Brothers, $357,000.00 and $347,000.00 with HDPE line. Ohio Erie, $367,000.00. Pryor Excavating, $449,000.00. After reviewing bids council decided to review farther and have a 

special meeting to choose contractor.

Councilman Minosky reminded Historical Credit deadline is August 2, 2021. Minosky also requested council look into a pavilion at the cemetery.

Motion by Antill seconded by Minosky to go into executive session to discuss personnel inviting council, mayor, village administrator and solicitor. All in favor, motion carried.

Motion to go back into regular session made by Minosky seconded by Antill. All in favor, motion carried.

Village administrator requested special meeting to be held on Wednesday for the 821 Waterline and ODNR grant. Council agree to meet Wednesday at 4:15.

Motion to adjourn by Antill seconded by Saling. All in favor, motion carried.
