Village of Caldwell Meeting Minutes for March 2026

The Council for the Village of Caldwell met in regular session on Monday March 9, at 5:00 p.m., with the following members present: Rucker, Antill, Minosky, Postlethwait, Griffin and Wyscarver.

The previous month’s meeting minutes along with special meeting approved as written.

A motion was made by Minosky seconded by Wyscarver that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. All in favor motion carried.

Mayor comments: Applied for funding for restrooms behind Village Hall. Parking complaints due to downtown revitalization project.

VA comments: ODOT to replace fire hydrant on corner of Miller and Main streets. Trash pick up for clean up days to be scheduled for residents. Interviewed summer youth program with Noble County Job and Family Services.

Motion by Minosky seconded by Wyscarver to accept Resolution 2026-03 OPWC Funding for Prison Lift Station. All in favor, motion carried.

Motion by Griffin seconded by Antill accepting Resolution 2026-04 application for grant with Ohio Department of Development for restrooms behind Village Hall. All in favor, motion carried.

Motion by Rucker seconded by Postlethwait accepting Ordinance 2026-01 for 2026 appropriations. All in favor, motion carried.

Councilman Rucker stated Caldwell Lake Disc Golf Course is very busy and that a load of gravel is needed for road into Caldwell Lake.

Motion by Wyscarver seconded by Postlethwait accepting partnership with PAWS for spaying and neutering cats in the village. All in favor, motion carried.

Discussion on creating Ordinance for parking of residents during snow removal.

Motion by Minosky seconded by Wyscarver accepting renewal of vision/dental and life insurance with United Healthcare. All in favor, motion carried.

Clean Up Days May 28, 29 and 30th.

Motion to adjourn by Rucker seconded by Antill. All in favor, motion carried.
