Village of Caldwell Council Meeting Minutes for June, 2022

The Council for the Village of Caldwell met in regular session on Monday, June 13, 2022 at 5:00 p.m., with the following members present: Antill, Welsh, Saling, Minosky and Postlethwait. Rucker absent.

Previous month minutes approved as written.

            A motion was made by Minosky seconded by Saling that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly and Zemba payments. All in favor, motion carried.

            Sheriff Department Comments: Deputy Channell reported 160 hours dedicated in Village with property checks, traffic stops, sexual assault complaint and unruly juvenile complaints. Mayor Wells added kids destroying property and need to be held responsible with community service. Deputy Channell also discussed junk cars, cleaning up yards and streets, and possible need for No Swimming Signs at Caldwell Lake.

            Motion to accept Resolution 2022-13 made by Welsh seconded by Postlethwait authorizing the acceptance of the Village Maps created by Jim Lenner of Neighborhood Strategies. All in favor, motion carried.

            Motion by Minosky seconded by Antill accepting Resolution 2022-14 authorizing the Village of Caldwell to enter into agreement with the Noble County General Health District for purposes of assignment of the walking track easements. All in favor, motion carried.

            Motion by Antill seconded by Welsh accepting Resolution 2022-15 authorizing mayor to submit and sign necessary paperwork for the Build Strong Grant thru TC Energy.  All in favor, motion carried.

            Motion by Minosky seconded by Saling to accepting Resolution 2022-16 increasing appropriation 5722-850-710. All in favor, motion carried.

            Motion by Welsh seconded by Minosky accepting Resolution 2022-17 increasing the Boot Allowance to $200.00. All in favor, motion carried.

            Motion by Antill seconded by Saling accepting Resolution 2022-18 authorizing the Village of Caldwell to receive, retain, dispose, and administer funds designated as water deposits currently in the possession of the Village and future funds collected thereafter. All in favor, motion carried.

            Motion by Antill seconded by Postlethwait accepting Resolution 2022-19 authorizing the Mayor and the Clerk to enter agreement for financial assistance through the Ohio Public Works Commission with the Noble County Engineer for a multi-jurisdictional paving project. All in favor, motion carried.

            Motion by Minosky seconded Antill accepting Ordinance 2022-04 establishing rental and security fees for Caldwell Lake Pavilion Rental. All in favor, motion carried.

            Second Reading held on Ordinance 2022-05 amending fee schedules.

            Wendy Reline requested a one way sign on East/North Street. Council and Village Administrator to review.

            Mayor Comments: Researching lights for walking track. Vandalism going on around track. Area F Project continuing with Craig to be back for repairs on Wednesday. Next project to start in August. July 8 – Christmas in July parade to be held at July 8, 2022 5:30 with a $10.00 entry fee.

            Village Administrator: OPWC paving project application for 5 streets/alleys. AEP to repair panel pole by water tank. 821 Waterline Project nearing completion. Submitted for reimburesmnt for February Storm with EMA. JEDD moving forward.

            Planning/Zoning:

            Tourism: Christmas in July Parade. July 8, 2022 at 5:30.     

            Service/Safe: Mowing for residents to be charged on property taxes.

            Finance: Clerk/Treasurer attended Sunshine Law Training.

            Parks and Recreation: Walking Track easements. Contractor to clean up for Disc Golf at Caldwell Lake.

            Mayor Wells stated still having cat issues with people going around feeding. Looking at Ordinances to see if anything can be done.

            Motion by Minosky seconded by Antill to name clerk/treasurer designee for Sunshine Law training. All in favor, motion carried.

            A motion to adjourn made by Minosky seconded by Saling. All in favor, motion carried.
