Village of Caldwell Council Meeting Minutes for April, 2023

The Council for the Village of Caldwell met in regular session on Monday, April 10, 2023 at 5:00 p.m., with the following members present: Rucker, Saling, Minosky, Welsh and Postlethwait. Antill absent.

The previous month regular minutes approved as written.

Motion by Minosky seconded by Saling that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. All in favor motion carried.

Mayors comments: Applied for funding for Frazier Street repair. Funding secured for Area E, G and interceptor. Water Plant upgrades design funding approved. Apprenticeship beginning. Fund raising started for Wall that Heals.

Village Administrator comments: New hire at Water Plant, Topper Moore. Accepting sealed bids for mower with bids to be opened at May 8th council meeting. Cemetery building to begin. Sign permit approved for Sue Groves office. Online bill pay up 25%.

Sheriff Department Comments: Deputy Lumpkin reported on calls for service, property checks, citations, etc. Lumpkins reported that residents complying with clean up and vehicle removals. Deputy Lumpkins also discussed the possibility of the village to purchase solar powered cameras for the department. He will follow up with more information at next meeting.

Resident Marla Carr questioned the need for cameras. Carr wanted more details on crime and use of footage from cameras. Carr stated that footage should be for Sheriff Department access only.

Motion by Welsh seconded by Postlethwait to accept Resolution 2023-08 accepting ODOT Salt Contract. All in favor, motion carried.

First Reading of Ordinance 2023-03 revising current handbook held.

Service/Safety: Cornstalk tree removal. Need Volunteers for Wall that Heals.

Finance: Minosky, financing looking good.

Tourism: Disc Golf, Walking Track moving forward. Mayor would like improvements to Sunset basketball court.

Motion to adjourn by Minosky seconded by Rucker.
