Village of Caldwell Meeting Minutes for April 2026
The Council for the Village of Caldwell met in regular session on Monday April 13, at 5:00 p.m., with the following members present: Rucker, Antill, Minosky, Postlethwait, Griffin and Wyscarver.
The previous month’s meeting minutes along with special meeting approved as written.
A motion was made by Minosky seconded by Wyscarver that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. All in favor motion carried.
Mayor comments: Downtown revitalization project still underway with 30 percent completion. Possible early completion date. Disc Golf Tournament May 2, 2026. Mayor thanked all sponsors.
VA comments: Water leak repair Spruce and Belford. Road repairs discussed including North Street drainage problems.
Representatives of Saorsa Construction introduced themselves and discussed North Street drainage problems and Cliff Road Slip.
Justice May of Noble County Sheriff’s Department discussed Village Golf Ordinance with residents seeking more information on Ordinance, Current Ordinance residents must receive approval by sheriff department.
Motion by Rucker seconded by Postlethwait to accept Resolution 2026-05 Ohio Department of Development 629 Road Grant. The project to include Village Hall, 305 Railroad Street. All in favor, motion carried.
Clean Up Days May 28, 29 and 30th.
Motion by Minosky seconded by Wyscarver to accept Saorsa Construction quote for North Street Drainage Project. Antill and Rucker voiced concerns on other bigger projects that need attention. Minosky, yes, Wyscarver, yes, Rucker, no, Antill, no, Postlethwait, yes, Griffin, yes. Motion carried.
Finance: Minosky Reviewed reports and finances look good.
Service and Safety: Minosky – West Street slipping. Antill – Bridge on Olive Street need repair.
Minosky encouraged residents to display Flags in honor of Americas 250th Anniversary of Independence on July 4, 2026.
Motion to adjourn by Griffin seconded by Postlethwait. All in favor, motion carried.
