Village of Caldwell Council Meeting Minutes for November, 2022

The Council for the Village of Caldwell met in regular session on Monday, November 14, 2022 at 5:00 p.m., with the following members present: Antill, Rucker, Saling and Minosky. Postlethwait and Welsh absent.

Previous month minutes approved as written.

            A motion was made by Minosky seconded by Saling that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. All in favor, motion carried.

            Mayor comments: Attended Appalachia Community Grants Program at Shawnee State. Mayor Wells spoke at meeting on Downtown Revitalization. Also attended Appalachia Forward meeting with Postlethwait and Minosky learning about options for submittal. Options include partnering with other counties and communities for best result of receiving money. Christmas decorating underway. Sheriff contract renewal in review.

            Motion to accept Resolution 2022-36 made by Rucker seconded by Saling authorizing the mayor of the Village of Caldwell as a lead technical assistance grant applicant for the Appalachia Community Grant Program with the Mayor’s Partnership for Progress. All in favor, motion carried.

            Motion by Antill seconded by Saling accepting Resolution 2022-37 authorizing the mayor of the Village of Caldwell as a lead technical assistance grant applicant for the Appalachia Community Grant Program with Buckeye Hills. All in favor, motion carried.

            Second Reading on Ordinance 2022-07.

            Committee reports:

            Planning/Zoning:

            Tourism: Holiday in full swing.

            Service/Safety: Rohrbaugh Building leaking look into repair.

            Finance: Minosky discussed Healthplan renewal recommending continuing with current plan and adding $1,000.00 deductible.

            Parks and Recreation: Frisbee Golf Project – field marked, trees to be removed.

            Area F discussion with Attorney Schwendeman with recommendation of accepting final pay applications and closing of project. Schwendeman also recommended not paying out payment upon receipt until satisfied with project closure and payment made to local contractors. Joint checks to be released. Council to discuss waterline movement with possibility of another contactor. Motion by Minosky seconded by Saling

            Motion by Minosky seconded by Rucker to accept final pay application and change order with Ohio Erie on Area F Sewer Project. All in favor, motion carried.

            Motion by Minosky seconded by Saling accepting health insurance renewal with Healthplan with $1000.00 deductible. All in favor, motion carried.

            Motion by Antill seconded by Rucker accepting bid for walking Track project at a cost of $185,611.76. All in favor, motion carried.
