Village of Caldwell Council Meeting Minutes for November, 2023

The Council for the Village of Caldwell met in regular session on Monday, November 13, 2023 at 5:00 p.m., with the following members present: Antill, Rucker, Welsh, Minosky, Postlethwait and Saling.

The previous month regular minutes approved as written.

Motion by Minosky seconded Saling by that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. All in favor motion carried.

Mayors comments: Christmas planning with several activities to enjoy including Grinch Breakfast, Carnival with market. FOX 8 News will be here for tree lighting. Asking businesses to decorate for the holiday. Volunteers needed for decorating. Meetings ongoing with preparation for water plant project. Wall that Heals huge success.

Village Administrator Crum comments: Sewer Area E, G and Interceptor project continuing. Sidewalk repairs, Power Pole Replacement at Sewer Plant. Water Plant Truck repairs from deer accident. Allbritain service line repair at no cost to Village. Cemetery Building finished.

Deputy May of the Sheriff Department reported on combatting drugs, warrants, speeding in Village. Antill discussed concerns with excessive speeding in Sunset with Deputy May to follow up on.

Prosecutor Croucher approached council and discussed JEDD Agreements. The following items were agreed upon: 1. All parties are fully aware of the road’s location intersecting with State Route 78. 2. The grade of the road shall not exceed 12% grade. 3. The road shall meet one of the criteria for establishment of a roadway as listed on R.C. 553.02 as determined by the Noble County Commissioners. 4. The road shall be built according to the minimum specifications required for township roadways and accordance with the estimate provided by the Noble County Engineer Todd Coss. 5. Should the above conditions be satisfied; the Noble County Commissioners agree to establish such road on the County Highway System (ultimately the Olive Township Highway System) upon petition. 6. Should condition 1-4 be satisfied, the Olive Township Trustees agree to support and/or not object to the establishment of the road on the County Highway System (ultimately the Olive Township Highway System) upon petition. The writing shall not affect the existing written Agreements.

Motion by Minosky seconded by Postlethwait authorizing mayor to sign JEDD document. All in favor, motion carried.

Motion by Minosky seconded by Saling accepting Resolution 2023-21 authorizing RITA to handle delinquent accounts. All in favor, motion carried.

Motion by Minosky seconded by Postlethwait accepting Resolution 2023-22 RCAP Agreement. All in favor, motion carried.

Motion by Welsh second by Rucker accepting Resolution 2023-23 authorizing the mayor to apply for the Capital Improvement Project with ODNR. All in favor, motion carried.
