Village of Caldwell Meeting Minutes for April, 2021

The Council for the Village of Caldwell met in regular session on Monday, April 12, 2021 at 6:00 p.m., with the following members present: Antill, Rucker, Welsh, Saling, Minosky and Postlethwait.

Previous month and special meeting minutes approved as written.

A motion was made by Minosky seconded by Saling that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly and year end. All in favor, motion carried.

Sheriff Mackie Comments: 38 Traffic stops, 4 citations, increasing complaints involving juveniles vandalizing and damages. Sheriff Mackie stated that call volume increasing and department now has 4 K-9’s and would like the council’s consideration of possible help with a full-time deputy in the village. Councilman Postlethwait added that he would like the commissioners help and Councilman Minosky would like to discuss further at next council committee meeting.

Mayor Comments: Lawn care maintenance will be enforced, sidewalk program availability, Christmas planning meeting held, Ice rink installation sometime in October. Mayor Wells also welcomed Noel McFarland back to meetings.

Village Administrator Comments: Curbs installed on West Street, Summer help hired thru Ohio Means Jobs Program, mowing started, dog waste station ordered, quotes coming in for sealing walking track, employees scheduled for June clean up, new X-Mark mower ordered.

Motion to accept Resolution 2021-07 made by Minosky seconded by Antill authorizing bid for 821 Waterline Project. All in favor, motion carried.

Motion by Minosky seconded by Saling accepting Resolution 2021-08 authorizing the mayor to sign into agreement with Thrasher for the Area E, G and Interceptor project. All in favor, motion carried. 

Motion by Minosky seconded by Saling accepting Resolution 2021-09 authorizing mayor to file for financial assistance under the community project funding for sewer project improvements. All in favor, motion carried.

Motion by Rucker seconded by Welsh to accept Ordinance 2021-04 handbook changes. All in favor, motion carried. 

Motion by Antill seconded by Rucker to accept Ordinance 2021-05 increasing pavilion rental to $100.00. All in favor, motion carried. Motion by Antill seconded by Postlethwait to waive three reading rule on Ordinance 2021-05. All in favor, motion carried.

Ordinance 2021-06 water rate increase second reading held.

Mayor Wells reminded for residents to get zoning permits. 

Councilman Minosky requested picnic table for Odd Fellows Building on square. Councilwoman Welsh recommended help from commissioners. 

Councilman Postlethwait stated that village did not receive grant for frisbee golf and that he would be applying for another one. Postlethwait also stated that new tax clerk, Kristen Thompson started today. 

Councilman Saling stated two more junk cars had been removed from Village.

Councilwomen Welsh discussed grant for walking track, pothole complaints and dog waste station at walking track.

Councilman Antill stated he was happy to see village crews taking on projects in village such as curbs and reminded residents of the June Village Clean up.

A motion to adjourn made by Minosky seconded by Antill. All in favor, motion carried.
