Village of Caldwell Meeting Minutes for July, 2024
The Council for the Village of Caldwell met in regular session on Monday July 15, 2024 at 5:00 p.m., with the following members present: Antill, Rucker, Minosky, Postlethwait, Welsh and Hopkins.
The previous month regular and special meeting minutes approved as written.
Motion by Minosky seconded by Welsh that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying monthly. All in favor motion carried.
Mayors comments: Wrapping up sewer project with substantial completion with paving continuing. Listing of problem areas for warranty. Handling Olive Street complaints. Awaiting quotes for Miller Street sidewalk. No bids placed for Downtown Revitalization therefore will have to put out for bid again. Christmas in July successful.
Village Administrator comments: Miller Street sidewalk in front of Ruppel home to be finished. Cutting trees on Main and East Streets. Preparing for ODOT Project. Ohio Rural Water meeting coming up. Zoning questions to solicitor.
Motion by Minosky seconded by Rucker to accept Resolution 2024-12 oil and gas lease advertisement. All in favor. Motion carried.
Motion by Hopkins seconded by Welsh to accept Resolution 2024-13 ODNR Grant application. All in favor, motion carried.
First reading held on Ordinance 2024-04 Caldwell Lake rental. Deposit and cancellation terms discussed.
Committee reports:
Planning/Zoning
Service/Safety: Antill – piping on Sunset Drive needs looked at, Cornstalk stop sign in need. Wall beside Haga home on East Street moving and need of repair. Welsh – complaints on dogs.
Finance: CDBG report for closure. Village audit continuing. Pledge at Farmers and Merchants exceeded follow up to decide what to do with funds.
Parks/Rec: Postlethwait – Starlink ordered for Caldwell Lake. Cameras to be ordered.
Mayor Wells recommend to council to hire Klay Conaway for Village Administrator.
Motion by Minosky seconded by Antill to hire Klay Conaway as Village Administrator. All in favor motion carried.
Conaway thanked the mayor and council for the opportunity and is looking forward to starting.
Sheriff Mackie comments: Fishing Not on Drugs event very successful with another event to come in the fall. Sheriff Mackie would like to partner with village to look into life jackets and small building for housing at Caldwell Lake.
Motion to adjourn by Welsh seconded by Hopkins. All in favor, motion carried.
