Village of Caldwell Meeting Minutes for July, 2021

The Council for the Village of Caldwell met in regular session on Monday, July 12, 2021 at 6:00 p.m., with the following members present: Antill, Rucker, Welsh, Saling, Minosky and Postlethwait. 

The previous month regular minutes approved as written. 

Motion by Minosky seconded by Saling that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly.  All in favor motion carried. 

Mayors comments: Wrapping up loose end projects. Swings and trees placed at Caldwell Lake. Open House at Sunset Pond July 23, 11-2. Setting up pickle ball court at Sunset Park. Murals to be painted in alleys. Paving to start on Friday. Village accomplishing projects with many complements. 

Village Administrator Keffer reported the following: Paving, repairing potholes. Solicitor to follow up on alley behind NAPA with DV Weber. Applying for Round 36 paving thru OPWC. 

Pam Kropp and Paul Matheny village residents discussed the following with council: People parking on sidewalks, tornado alarm not working, parking on wrong side of street on Walnut Street, firewood too close to alley, need of new stop sign on Belford Street. Mayor and Village Administrator to follow up on suggestions. 

Deputy Barton of the Noble County Sheriffs Office reported on service in the village. Mayor Wells and Councilman Minosky voiced concerns to Barton on speed and golf carts in Olive cemetery.  

Motion by Minosky seconded by Postlethwait to accept Resolution 2021-15 for line item transfers. All in favor, motion carried. 

Motion by Welsh seconded by Saling accepting Resolution 2021-16 for mayor to apply for WPCLF agreement and dedicating repayment for Area E, Area G, and Interceptor. All in favor, motion carried.  

Motion by Antill seconded by Rucker accepting Resolution 2021-17 to enter into agreement for financial assistance with OPWC for paving project. All in favor, motion carried.  

Motion by Minosky seconded by Welsh accepting Resolution 2021-18 authorizing mayor to sign into agreement with AEP for lighting around square. All in favor, motion carried. 

Committee reports: 

Planning/Zoning: Few permits issued. 

Service/Safety: Currently patching. Mayor Wells would like to sign a mutual aid agreement with Belle Valley for Street Wells stated employees wearing safety vest and equipment. 

Finance:  

Parks/Rec: Open house Sunset Pond. Caldwell Lake restrooms coming in August. 

New Business: October 12 meeting date changed to October 13. Road closures for Caldwell Fireman’s Festival July 29,30 and 31st.  

Motion to adjourn by Saling seconded by Antill. All in favor, motion carried.
