Village of Caldwell, Council Minutes for December, 2020

The Council for the Village of Caldwell met in regular session on Monday, December 14, 2020 at 6:00 p.m., with the following members present: Antill, Rucker, Welsh, Saling, Minosky and Postlethwait. 

The previous month minutes approved as written with correction.

Motion by Rucker seconded by Saling that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly and year end.  All in favor motion carried.

Mayor Wells reported she would present a yearend report at the January meeting. Wells stated that it had been a good first year as mayor and she is looking forward to the next three.

Village Administrator Jeremy Keffer reported a request for a variance for Bill Morland on a trailer removal. Morland is requesting more time. Council and Keffer agreed to allow extension and Keffer will send letter to Morland.

Keffer also reported the following: employees working hard winterizing buildings, equipment, etc. Jason Ramage running street sweeper regularly. Hardesty, Ruppel, Burt Ramage and Gray working on Rohrbaugh building. Furnace repaired at Rohrbaugh Building. Weber to turn in resignation as Water Plant Superintendent. Advertising and plan to interview for replacement. Working on easement for Sunset Booster Station. New truck arrived. 

Keffer discussed Cares Act Money expenditures with the following purchased: Dump Truck, mower, faucets, hand dryers, office equipment, bathroom facility at Caldwell Lake, time keeping system, debit/credit card machine, drive thru window. Keffer stated that he recommend that the remainder of money go to school and rest to Fire Department.

Gas and Oil bid opened from Don Casto and Tri-River Contractors. Bid to pay village $3700.00 per acre and 17% royalties. Solicitor explained to council as a group they could meet in executive session and if bid satisfactory they could accept.

Motion by Welsh seconded by Postlethwait to accept Resolution 2020-29 temporary appropriation for 2021. All in favor, motion carried.

Motion by Welsh seconded by Saling to accept Resolution 2020-30 disbursing remainder Cares Act Money to include cleaning buildings, air purifier, Caldwell School $12,000.00 and remainder to Caldwell Volunteer Fire Department. All in favor, motion carried.

Motion to accept Ordinance 2020-12 creating a water leak policy for the village made by Minosky seconded by Postlethwait. All in favor, motion carried.

Motion to accept Ordinance 2020-13 increasing water and sewer base prices made by Welsh seconded by Saling. All in favor, motion carried.

Councilman Minosky reported on Historic District news with paperwork and ordinance to follow. Minosky also stated Cliff Sickler willing to let village put a marker on his property. 

Councilwomen Welsh thanked council for streetlight on North Street and congratulated Mayor Wells and all involved on Christmas decorating.

Councilman Antill requested a snow removal policy stating there had been issues when it snowed. VA Keffer stated he would take care of it and work with Sheriff’s Office in the future to ensure departments are out clearing roads.

Motion to accept 2021 meeting/holiday calendar made by Minosky seconded by Saling. All in favor, motion carried.

Motion to go into executive session to discuss salaries, oil and gas lease, and personnel inviting solicitor, clerk/treasurer, village administrator and mayor made by Antill seconded by Rucker. All in favor, motion carried.

Motion by Minosky seconded by Postlethwait to go back into regular session. All in favor, motion carried.

Motion by Rucker seconded by Welsh to accept Oil and Gas Lease for Caldwell Lake with Tri-River Contractors. All in favor, motion carried. 

Motion by Welsh seconded by Saling to accept Ordinance 2020-15 increasing salaries. Welsh, yea, Saling, yea, Minosky, abstain, Antill, no, Rucker, yes, Postlethwait, yes. Motion carried.

Motion to waive the three reading rule on Ordinance 2020-15 made by Welsh seconded by Saling. Welsh, yea, Saling, yea, Minosky, abstain, Antill, no, Rucker, yes, Postlethwait, yes. Motion carried.

Motion to adjourn by Minosky seconded by Saling. All in favor, motion carried.
