Village of Caldwell Meeting Minutes for July 2025

The Council for the Village of Caldwell met in regular session on Monday, July 14, 2025, at 6:00 p.m., with the following members present: Rucker, Antill, Minosky, Welsh and Hopkins. Postlethwait absent.

            The previous month’s meeting minutes approved as written.

            A motion was made by Minosky seconded by Hopkins that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. Bills to include Midway Greenhouse and I2C for cameras. All in favor motion carried.

            Mayor comments: Downtown Revitalization Project starting in August after contractor delays. Fireman’s Festival to be held on square. Pickleball Court at Sunset Park finished.

            VA comments: Sewer Prison Lift Station Project in review. Miller Street Sidewalk project to begin with North Street repairs continuing. Councilman Rucker questioned moving forward with the project if Allbritain Apartment Project. It was decided to move forward with sidewalk.   

            Mayor and Village Administrator also discussed they had created a distribution crew for water and sewer which will allow projects to move forward such as water meter installation.

            Visitors – Insurance agent representing Family Heritage Insurance approached council to offer benefits for employees.

            Motion by Welsh seconded by Rucker to accept Resolution 2025-11 OPWC Agreement with Noble County Engineer. All in favor, motion carried.

            Motion by Minosky seconded by Hopkins to accept Resolution 2025-12 increasing appropriations. All in favor motion carried.

            First Reading held Golf Cart Ordinance.

            Councilman Minosky stated finances look good. Open house to eb held for the Shenandoah Crash Site 100th Anniversary, September 3 at the Noble County Courthouse and site ceremony August 31st. Minosky also reported that the Noble County Museum under new management.

            Discussion held on water and sewer taps fees with new builds required to purchase from the village.

            Village administrator discussed maintenance crew evolving and working on North Street along with installing new meters.

            Motion by Rucker seconded by Welsh to appoint Mary Yontz to represent the village with the Family and Children First Council. All in favor, motion carried.

            Councilman Rucker discussed several safety issues in the Village including campers and excavators parked on streets creating low visibility.

            Motion by Rucker seconded by Hopkins creating no parking on North Street from Miller to Oaklawn. Al in favor, motion carried. No parking to start when North Street Projects close.

Motion to adjourn by Welsh seconded by Hopkins. All in favor, motion carried.
