Village of Caldwell Meeting Minutes for November 2025
The Council for the Village of Caldwell met in regular session on Monday, November 10, 2025 at 6:00 p.m. with the following members present: Antill, Minosky, Welsh, Postlethwait, and Hopkins. Rucker absent.
Meeting minutes from last month were approved as written without changes and will be published on the village website.
Motion to pay bills including monthly reports, bank reconciliation, appropriations, fund status, revenue status, payment ledger, and payroll was approved by council vote.
Water plant upgrade project is currently underway as the village is responsible for 80% of the water in the entire county. This is a large project that is primarily funded by grants.
Christmas decorating preparations will begin soon to support local business during the busiest tourism time in Noble County, with volunteer opportunities available by calling 732-4645.
Sheriff’s Department deputy Justice May explained his role in enforcing village ordinances including issues like tall grass and speeding complaints, which are frequent concerns.
Boy Scouts are attending the meeting to fulfill Eagle Scout merit badge requirements for communication and citizenship in the community, observing different viewpoints and civic processes.
Visitor, Derick Hesson raised concerns about recurring sinkholes in Sunset area yards after RDR construction work, noting poor grass growth and quality issues requiring residents to spend money on fertilizing and overseeding.
Hesson continued: Halloween safety concerns in Sunset were discussed due to lack of sidewalks, excessive vehicle traffic including cars, side-by-sides, and golf carts creating dangerous conditions for trick-or-treating children.
Deputy May explained: Golf cart and side-by-side age restrictions were confirmed at 16 years old with valid license requirement, and speed limit signs will be posted in Sunset area to address safety concerns.
Trash can ordinance 2025-08 second reading establishes 24-hour limit for cans remaining on streets after pickup to address parking and aesthetic issues.
Salaries and wages ordinance 2025-09 second reading adds new position of Operator of Record Class 1 to complement existing class two and class three positions.
Thrasher change order for water treatment plant totaling approximately $586,000 was tabled until special meeting, with $500,000 required by new EPA chemical feed system requirements adding 150 days to project timeline.
Committee reports addressed financial status through end of year, dead pine trees in Sunset area requiring removal, and digital bulletin board project with quotes pending from company used by Byesville.
Road maintenance issues were discussed including asphalt sinking near old high school building and ongoing problems with Thrasher and Olive road requiring follow-up communication.
