Village of Caldwell Meeting Minutes for October, 2024
The Council for the Village of Caldwell met in regular session on Monday October 15, 2024 at 5:00 p.m., with the following members present: Antill, Rucker, Minosky, and Hopkins. Welsh and Postlethwait absent.
The previous month regular minutes approved as written.
Motion by Minosky seconded by Rucker that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying monthly. Also, to include Epanel and Crum Richards Blanket insurance renewal. All in favor motion carried.
Mayors comments: Loan approved for Water Plant project with addition grant of $300,000.00. Project has been awarded with November start date. Clerk/Treasurer reported ODD Grant submittal to be finished this week.
Discussion for Fall Clean up Days with decision made to hold off until spring.
Village Administrator comments: Installing water tap for Caldwell Football Field. Conaway, Antill and Postlethwait worked on disc golf course. Wolf Creek to install launch pads. Starlink internet is up and running and outhouse has been removed at Caldwell Lake.
Deputy May of the Noble County Sheriff Department reported on Village activities with total of 12 vehicles towed. North Street parking issues corrected. Discussion on scams happening with elderly.
Resolution 2024-26 authorizing the mayor to sign oil and gas lease for village properties. All in favor, motion carried. Council approved with Village Administrator following up with attorney on lake protection.
Councilman Minosky questioned relief for Frank Fisk water bill. After discussion decided issue was on county end not Village.
Second Reading on Ordinance 2024-06 Water Plant Emergent Spending

Planning/Zoning:
Service/Safety: Sweeper still down with residents wanting leaf pick up. Residents will need to bag leaves.
Finance: Clerk/Treasurer – Audit to be finished soon. Tax income current $476,870.23 budgeted for $505,000.00.
Parks/Rec:
Councilman Antill questioned sewer project and punch list. VA Conaway stated RDR currently working on list.
Railroad Street and Cliff Road conditions discussed. Follow up with funding availability.
Employee health insurance renewal discussed with motion by Minosky seconded by Hopkins to accept renewal with The Health Plan of the Ohio Valley. All in favor, motion carried.
