Village of Caldwell Meeting Minutes for September 2025
The Council for the Village of Caldwell met in regular session on Monday, September 15, 2025, at 6:00 p.m., with the following members present: Rucker, Antill, Welsh and Hopkins, Minosky and Postlethwait absent.
The previous month’s meeting minutes approved as written.
A motion was made by Welsh seconded by Rucker that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. Bills to include $6,000.00 payment to Thrasher. All in favor motion carried.
Mayor comments: Welcomed residents to meeting stating that if they wished to speak, they would be given three minutes to do so and must sign in to speak.
Clint Crane of North Street first thanked the Village council for the recent repairs on North Street. Crane spoke about his opposition to the no parking on North Street stating that increased speed and limited parking for residents would be an issue for himself and neighbors.
Jim Starr of North Street opposing the no parking stated he has lived on North Street for 35 years and the area has limited parking now. Starr also stated the street is currently not safe due to speeding and wished the area could be patrolled.
Scott Radcliff representing his mother Lois Radcliff who lives on North Street stated his opposition. Radcliff said his mother is 93 years old and need the parking on the street. Radcliff questioned why the council would shut of parking on the street as many residents have no where else to park.
Julie Holman also spoke on behalf of her mother, Lois Radcliff adding that the parking is needed and she also requested something be done with the trash cans that are left out on the street.
Xavier Petry questioned where are the residents to park with councilman Rucker adding that all the homes have parking on the rear of their homes. Councilman Rucker also added that council would further investigate as he believes that the street parking is an issue for emergency services. Jim Starr discussed the emergency services as he was in the emergency services field for 41 years. Starr stated that there are streets way worse for emergency services than North Street.
Mayor Wells discussed parking issues all over town. Wells added that she understands the frustration and the increased traffic on North Street due to changing Cliff Road to one way but changes may need to be made.
Councilman Rucker discussed the possibility of keeping some of the parking but adding no parking to areas close to alleys. He and the safety committee will follow up with more research of the area.
Ashley Petry of North Street stated speeding is a big issue on North Street and that her family needs the parking on the street as they do not have enough room behind their home for all the vehicles.
Sherri Starr of North Street also stated that speeding is a problem. Starr also stated that the current parking and speeding issues are not being enforced.
Councilwomen Welsh agreed with the fast traffic and stated she is fortunate enough to having parking in back of her home. Welsh also stated that there is open parking across form her home.
Allen Tarleton opposing the no parking voiced his concerns as to where the residents will park and offering that the speed limit be reduced to help with the situation.
