Board of Public Affairs Meeting Minutes, May, 2020

The Board of Public Affairs for the Village of Caldwell met in regular session on Monday, May 11, 2020 at 10:00 a.m. with the following members present: Radcliff, and Estadt with Frederickson absent. 

Minutes for February meeting approved as written. March meeting cancelled.

A motion to pay the bills including monthly bills and Sensus Tech Support made by Estadt seconded by Radcliff. All in favor, motion carried.

Water Superintendent Jason Weber discussed plant operations including the following: Stoned around West Tank. Acquired free mask from Ohio EMA for water and sewer. Scada Pricing. CCR on website. Currently drawing from Caldwell Lake while testing Wolf Run for Algae. Few meter pits left to install. Weber stated that Frederickson and Ramage did a great job running plant while he was off on leave. 

Board President Radcliff discussed water and sewer sales being down and wanted Superintendents to watch spending. Radcliff also stated that he wanted water plant to continue to work on installing new meters as much as possible. 

Sewer Plant Superintendent Jerod Ramage reported on plant operations with the following: Rotating people on Area F Project when it starts. Erie Excavating would like to use Rohrbaugh Building parking lot for a lay down lot. Press working. Lift Stations in need of repairs. Creno’s Pizza downspouts going into sanitary with Estadt going to follow up on. Pressing daily with hopes to haul out in July. 

Michele’s notes discussed.

Motion made by Estadt second by Radcliff to credit Tommy Rossiter of 217 Bridge Street Apt. A $23.88. All in favor, motion carried. 

Lawrence Hayes denied due to plant does not replace yolk for customers.

Motion by Estadt seconded by Radcliff to credit Sarah Nutter of 712 Belford Street $163.75. All in favor, motion carried.

Delinquent letters to be sent out with payment plans and available help.

Motion by Radcliff seconded by Estadt to credit Don Brown of 417 Main Street $205.10. All in favor, motion carried.

Radcliff discussed in moving forward he would like to make leaks owners responsibility and no more credits on sewer. 

Kelly Mullins of 600 Fairground Street request denied until further investigation.

Board discussed the rental of the Rohrbaugh Building with the recommendation that council not rent property. 

Board President recommended that the Village charge $500.00 per month and request the parking lot graveled when done for the lay down lot for Ohio Erie for the Area F project.

Motion to adjourn made by Frederickson seconded by Radcliff. All in favor, motion carried.
