Village Council Meeting, June, 2020

The Council for the Village of Caldwell met in regular session on Monday, June 8, 2020 at 6:00 p.m., with the following members present: Antill, Postlethwait, Welsh, Saling, Minosky. Doan absent.

The previous month minutes approved as written after corrections.

A motion was made by Welsh seconded by Minosky that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly and bill from Pryor to remove trailer.  All in favor motion carried.

Mayor Wells reported the following: Village Clean up going well. Trailer on 512 Belford Street will be removed tomorrow. Street Department has mowed 4 properties in the village. Dead shrubs removed from cemetery. Bench removed from in front of Mane Attraction. Power washing City Hall and Rohrbaugh Building. Submitted grant for benches. Hiring Committee met for Administrator position.

Mayor Wells discussed her idea of having one quality of life project per year starting with continuing to clean up Sunset Pond.

Mayor Wells stated that she is looking for possible grant for a dog park in the Village. 

Sgt. Robert Pointer gave the council an activity report on Sheriff Department activity in the Village stating that several business property checks had been performed and extra patrol added to a few areas of concern reported by residents and village officials. Pointer also stated that the department was investigating juvenile spray painting and damages at Caldwell Lake.

A motion by Minosky seconded by Antill to accept Resolution 2020-05 authorizing the mayor to sign into contract with IGS for electric supply. All in favor, motion carried.

Second Reading held on Lawn Ordinance 2020-04.

Motion made by Antill seconded by Postlethwait to accept Ordinance 2020-05 authorizing the mayor to advertise Rohrbaugh building for lease. All in favor, motion carried.

Motion to waive the three reading rule on Ordinance 2020-05 made by Postlethwait seconded by Antill. All in favor, motion carried.

Motion by Minosky seconded by Antill to accept Ordinance 2020-06 appointing legal counsel for the Village. All in favor, motion carried.

Motion by Minosky seconded by Saling to waive the three reading rule on Ordinance 2020-06. All in favor, motion carried. 

Welsh and Antill reminded of the Village Clean up Days which will be held Friday June 26 from 9-5 and Saturday June 27 from 8-2. 

Other business discussed WLM parking on sidewalk issue to see around. Methodist Church approved for sidewalk. Sewer project to start following week. Purchasing new street sweeper discussed.

Cameras at Caldwell Lake needed.
