Village Council Meeting Minutes, April, 2020

The Council for the Village of Caldwell met in regular session via the internet on Monday, March 9, 2020 at 6:00 p.m., with the following members present: Antill, Postlethwait, Welsh, Saling,  Minosky and Doan.

Previous month minutes approved as written.

A motion was made by Postlethwait seconded by Welsh that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. All in favor, motion carried.

Mayor Wells reported on the following: Working Street Department staggering shifts in response to COVID.  Working with Ken Perkins and Gallagher Monuments to repair mausoleum at cemetery. Mayor Wells recommended not hiring summer help. Purchased power washer from Galen Long to clean Village buildings. Mayor Wells also reported that the tax clerk had reported that village income tax down $40,000.00 from last year.

Councilman Minosky recommend no major purchases during the pandemic. Minosky stated that Bob Wise is ready to repair sidewalks. 

Clean up still on for May 29-30.

A motion to accept Ordinance 2020-03 Village Administrator made by Postlethwait seconded by Antill. Postlethwait, yea, Antill, yea, Saling, no, Doan, no, Welsh, no, Minosky, no.

A motion to approve Bob Wise to repair sidewalks around square made by Minsoky, seconded by Saling.  Minosky, yea, Saling, yea, Doan, yea, Antill, no, Welsh, no, Postlethwait, no.  Mayor Wells was deciding vote due to a tie vote with a no.

Motion to adjourn by Postlethwait seconded by Saling. All in favor, motion carried.
