Village of Caldwell Council Meeting Minutes for August, 2023

The Council for the Village of Caldwell met in regular session on Monday, August 14, 2023 at 5:00 p.m., with the following members present: Rucker, Minosky, Welsh and Postlethwait. Antill and Saling absent. 

The previous month regular minutes approved as written. 

Motion by Minosky seconded by Welsh that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. All in favor motion carried. 

Mayors comments: Sewer project continuing. Christmas planning well underway with the addition of a Christmas Village and carnival. Volunteers needed for Christmas festivities and the Wall that Heals.  

Steve Hamit of Thrasher reported on the current sewer project with the following: Daily reports to go out to council, contractor a little slower than hoped, GIS not complete on project. Hamit stated that he nor the Village could tell contractor how to do work on project. Project contract meeting to be held every third Thursday at 4:00 p.m. at City Hall. 

Motion by Minosky seconded by Rucker to accept the three change orders on Sewer Project Area E, G and Interceptor. All in favor, motion carried.  

Village Administrator comments: Curb project continuing, hydrant testing, water leak repairs, contractor had accident with non-life-threatening injuries. Will be holding safety meeting with employees. Beau to review easement contract with ODOT on sidewalk extension. Reviewing sale of water out of Caldwell Lake to Gas and Oil company. 

Sheriff Mackie in attendance reporting crime reducing in Village.  

Motion by Minosky seconded by Welsh accepting Resolution 2023-15 an agreement with the Noble County Engineer for OPWC Paving Project. All in favor, motion carried. 

Motion by Rucker seconded by Postlethwait accepting Resolution 2023-16 naming park behind City Hall as Veterans Memorial Park. All in favor, motion carried.  

Motion by Welsh seconded by Postlethwait accepting Resolution 2023-17 authorizing the mayor to apply for Appalachian Community Grant. All in favor, motion carried. 

Resolution 2023-18 tabled for review. 

Motion by Minosky seconded by Rucker accepting Ordinance 2023-04 Caldwell Lake revisions. All in favor, motion carried.  

Finance – Minosky reported status good with Clerk adding CD’s up 6,000 for the month.  

Tourism- Disc Golf Project continuing. 

Service and Safety – Welsh requested Ordinance update on Cats. Boat parking on North Street obstructing view.  

Discussion on land purchase behind Gillespie Drugs with further research ahead.
