Village Council Meeting Minutes, May, 2019
The Council for the Village of Caldwell met in regular session on Monday, May 13, 2019 at 6:00 p.m., with the following members present: Doan, Postlethwait, Welsh, Saling, Minosky and Antill.
The previous month minutes approved as written.
A motion was made by Saling seconded by Minosky that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. All in favor motion carried.
Mayors Bates announce that Brandon Baker and Michael Notaro had passed their Class I Operators License. Bates congratulated the two and thanked water plant employees for helping the two study for testing. Mayor Bates also stated that the Village has sent out easement letters to some residents for Area F Sewer Project and would like them to attend meeting Monday May 20, 2019.
Mayor Bates read two proclamations. National Nursing Home Week May 12-18 and May is Building Safety Month.
Council President Doan thanked Sgt. Pointer for his service and announced the previous week was Law Enforcement Week.
Sgt. Robert Pointer reported on activity in the Village stating that during patrolling hours Village was relatively quiet with a couple of traffic stops and suspicious people being observed. Sgt. Pointer also stated that he is still pursuing the removal of junk cars in the Village.
Julie Mettler Apprenticehip Service Provider of ApprenticeOhio approached the council to discuss the Village registering with her program. Mettler explained the benefits for the individual and the employers. This program combines on the job training and related instruction under a set of program standards approved by ApprenticeOhio. Mettler asked the council to consider joining the program.
Brad Peoples approached council and discussed bringing more water into county. Board Chairman Clark discussed options such as building on to plant. Council and Peoples agreed to look into having a feasibility test done to see what next steps could be.
A motion to accept Resolution 2019-07 transferring monies to refund for tax made by Minosky seconded by Postlethwait. All in favor, motion carried.
Councilman Minosky report on financing stating that the tax is above original projections. Minosky stated he had attended a Mayor’s partnership for Progress and stated he thought the Village should become a member. Minosky stated that the meetings held quarterly and representatives from different Villages met and discuss ideas.
Councilman Antill reported that mowers not be replaced being repaired and that potholes need addressed by Street Department. Antill also reported that Village is moving along on sidewalk project on Olive Street.
Councilwomen Welsh reported that she is getting complaints on water run off on Jefferson and Kennedy Drives in Sunset.
Council decided to advertise to rent Rohrbaugh building with a minimum of $1500.00 per month and advertise Lake Tractor for bid on recommendation of the Board of Public Affairs.
Minosky recommend to council to purchase a new truck for Street Department.
A motion by Antill seconded by Postlethwait to stop Joy Exterminators from servicing Village. All in favor except Minosky, motion carried.
Motion to adjourn by Antill seconded by Doan. All in favor, motion carried.
