Village of Caldwell Council Meeting Minutes, September, 2020

The Council for the Village of Caldwell met in regular session on Monday, September 14, 2020 at 6:00 p.m., with the following members present: Antill, Rucker, Welsh, Minosky, Postlethwait and Saling absent. 

The previous month minutes approved as written.

Motion by Minosky seconded by Welsh that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly.  All in favor motion carried.

Mayor Wells reported the following: Sewer Area F project under way. Grant with TC Energy to stock pond, purchase aeration system and boat ramp submitted. Anyone wishing to help with Christmas decorating and Christmas parade contact Mayor. 

Motion by Minosky seconded by Postlethwait to accept Resolution 2020-14 accepting rates as determined by the budget commission. All in favor, motion carried. 

Motion by Rucker seconded by Welsh to accept Resolution 2020-15 authorizing the clerk/treasurer to transfer money from the local corona virus relief fund to the sewer fund. All in favor, motion carried.

Motion by Antill seconded by Rucker to accept resolution 2020-16 authorizing the village administrator to advertise for bid miscellaneous village equipment. All in favor, motion carried.

Motion by Welsh seconded by Postlethwait to accept Resolution 2020-17 authorizing the mayor to sign into contract with CWS Office Solutions for the Canon Copier. All in favor, motion carried.

Motion by Welsh seconded by Postlethwait to accept Ordinance 2020-11 amending salaries. All in favor, motion carried.

Councilman Minosky discussed the contract with Sheriff Department stating that he did not feel we were getting the service we are paying for and should no pay until further discussion. Mayor Wells stated she had not heard from them either. Village Administrator stated he had missed a call from Sergeant Pointer.  Solicitor William Ferguson stated he could send out a letter and Council women Welsh stated that she would like to meet with department. 

Councilwomen Welsh shared a story that she, Joyce Young, Rick Zerger and two high school football players helped a homeless man near the interstate, Welsh stated the man was trying to get home to a funeral. 

Councilman Minosky announced a family fun day to be held at the Ball-Caldwell House with two bands Sunday September 20 from 12-6. 

Mayor Wells ask council to play soccer against the Warriors. A date to be set in October. 

Councilman Antill would like some pothole patching done on Cornstalk and tree trimming covering sign on Planning Mill Street.

Councilman Rucker questioned a pine tree removal on North Street with VA Keffer stated it had been removed. 

Village Administrator Keffer reported more clean up to be done at Sunset Pond. Keffer also discussed a contract with Steve Ogle and Associates with council to review and follow up. 

Councilman Postlethwait reported that he had councilman Rucker had installed cameras at Caldwell Lake. Rucker state that cameras already in need of review as someone has spun out on gravel.

Councilman Rucker also requested tree trimming be done at Caldwell Lake.  

A motion made by Rucker seconded by Postlethwait to purchase a new Chevrolet Utility Truck for the Sewer Department at a cost of $40,044.00. All in favor, motion carried.

Mayor Wells also reported she had been working on new sign at intersection of SR 78 and SR 821. 

Motion to go into executive session by Rucker seconded by Antill inviting solicitor and Quicksall to discuss personnel and contracts. All in favor, motion carried. 

Motion to go back into regular session by Minosky seconded by Postlethwait. All in favor, motion carried. 

Village Administrator Keffer asked council to consider having two regular meetings a month. Keffer also reported he was looking for funding for a booster station for Sunset Hills. 

Councilman Postlethwait discussed options for trick or treat stating he hoped we could have a normal Halloween with basic health restrictions. 

Motion to adjourn by Minosky seconded by Antill. All in favor, motion carried.
