Village Council Meeting Minutes, September, 2019
The Council for the Village of Caldwell met in regular session on Monday, September 9, 2019 at 6:00 p.m., with the following members present: Doan, Welsh, Postlethwait, Saling, Minosky and Antill.
The previous month minutes approved as written.
A motion was made by Minosky seconded by Saling that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. Also included in bills payment to Mike Johnson for sidewalk. All in favor motion carried.
Mayor Bates reported that it has been busy in Village with the paving project. Bates commended the paving company on their work. Mayor Bates also commended everyone involved in the sidewalk project stating the sidewalk looks great. Mayor Bates also announced that residents in the Village who are not keeping their lawns mowed be fined. Solicitor Ferguson stated that things have been set up with Noble County Prosecutor for these fines added to the homeowner real estate taxes.
Charlotte Buckey who lives on 716 Belford Street approached council requesting the Village do something about her next-door neighbors. Buckey stated the property is a nuisance lawn not mowed, broken windows, toys laying everywhere and she believes the house abandoned. Solicitor Ferguson stated he would send a letter to homeowner on property maintenance violations.
Sgt. Robert Pointer reported on activity in the Village stating it had been a quiet month in the Village with several property checks. Pointer invited Cantor and Allbritain to meeting to discuss dog issue on Sunset Drive with neither party showing up. Pointer stated that he feels this is a neighbor dispute and he is not going to move forward on a criminal case on the matter.
Deputy Brian Langley reported that he had spoken to Mrs. Baker on North Street and he feels cat issues has been resolved.
Matt Mason of Meade Construction, Inc approached council with an estimate of $72,500.00 to repair roof on City Hall. Mason stated that he would install a Durolast membrane roofing system. Council decided to table decision to further review estimate. The estimate is part of state pricing therefore village will not have to rebid project.
Motion by Minosky seconded by Postlethwait to accept Resolution 2019-11 increasing appropriations. All in favor motion carried.
Councilman Minosky thanked Mike Johnson on new sidewalk project and Gerst Tree Removal for tree removal.
Councilman Antill reported sidewalk finished and looks great and he would like to have lines painted between new sidewalk and street. Antill requested looking into guidewire on AEP near sidewalk. Antill announced PERP training is set for October 10 at 9:00 am.
Councilwoman Welsh discussed some lawn issues on North Street stating she had contacted homeowner.
Mayor Bates announced stairs on North Street be removed the following day.
Council president Doan stated Steve Wentworth property on Main Street needs mowed.
Councilman Antill also reported to Council that he is holding off on Sunset Pond treatment until next year.
Solicitor Ferguson reported he had met with Clerk of Courts and he is ready to file criminal charges on Archer for violating property codes on removal of house. Also stating ready to file against Ben Schafer.
Council President Doan thanked Fire Department for use of building for recent CPR training.
Board of Public Affairs member Radcliff announced to Council that Village Residents must remove downspouts from sewer system. Council will impose fines on residents who are violating the Ordinance.
Motion by Minosky seconded by Doan to reject bids on the Street Department’s Ford truck. All in favor, motion carried.
Motion to adjourn made by Saling seconded by Doan. All in favor, motion carried.
