Village of Caldwell Council Meeting Minutes for April, 2022

The Council for the Village of Caldwell met in regular session on Monday, April 11, 2022 at 5:00 p.m., with the following members present: Antill, Rucker, Welsh, Saling, Minosky and Postlethwait. Mayor Wells absent. 

Previous month minutes approved as written. 

A motion was made by Minosky seconded by Saling that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly and disc golf payments. All in favor, motion carried.  

Village Administrator: Jared Stottsberry Water Plant employee passed test and is now an Operator with License One. Meeting with Lt. Governor Husted on Broadband. Hired Paul Gerst for stump grinding at Cemetery. 

Sheriff Department Comments: 160 hours dedicated in Village with property checks, domestic violence complaint, noise complaint, theft. Total calls included 94. Council requested patrol of Caldwell Lake and complaint of someone hitting golf balls into cemetery. Council also requested Sheriff Department work with residents on clean up. Council also requested Parking discussed with Sheriff Mackie stating signage needs to be addressed.  

Resolution 2022-09 Bridge Acceptance tabled for further discussion. 

Motion to accept Resolution 2022-10 made by Welsh seconded by Rucker authorizing the mayor, village administrator or council designee to apply for an Ohio Historical District Marker thru the Ohio History Connection. All in favor, motion carried. 

Motion by Minosky seconded by Antill accepting Resolution 2022-11 authorizing the mayor or Village Administrator to apply for Public Spaces Grants with Community Placemaking Grants for Downtown Revitalization. All in favor, motion carried. 

Motion by Minosky seconded by Postlethwait accepting Resolution 2022-12 authorizing mayor to apply, accept and enter into Water Supply Revolving Loan agreement for planning of the Raw Water Supply, WTP Improvement and Water Distribution Projects.  All in favor, motion carried. 

Motion by Rucker seconded by Postlethwait to accept Ordinance 2022-02 establishing salaries and wages. All in favor, motion carried.  

Ordinance 2022-03 First Reading Caldwell Lake Security Deposit. 

Councilman Minosky thanked Welsh and Wells for Historical society 200 club ticket sales stating councilwomen Welsh grand prize winner for most sold and mayor Wells coming in second. 

Committee reports:  

Planning/Zoning: Bridge Acceptance tabled on Paul Clark Road. 

Tourism: Historical Sign for Village. 

Service/Safety: Tree Trimming around town successful.  

Finance: 

Parks and Recreation: Frisbee Golf Project moving forward. 

Clean up days May 12-14. 

Village Administrator Crum stated received 28 applications for new hire with Nicole Cuthbertson hired with an April 25 start date.
