Village of Caldwell Council Meeting Minutes for December, 2023
The Council for the Village of Caldwell met in regular session on Monday, December 11, 2023 at 5:00 p.m., with the following members present: Antill, Rucker, Minosky, and Postlethwait. Welsh and Saling absent.
The previous month regular minutes approved as written.
Motion by Minosky seconded by Antill that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly and year end. All in favor motion carried.
Mayors comments: Wrapping up term and setting new goals for 2024. Fox News airing Village Christmas to Remember. Submitting Capital Budget Grant for Caldwell Lake Pavilion.
Councilman Postlethwait working on Christmas decorating contest stating 18 entries received.
Village Administrator Crum comments: Zoning request for Patten’s Appliance building with possibility of an Auto Parts.
Sheriff Mackie and Deputy May of the Sheriff Department reported on activities in village.
Motion by Minosky seconded by Rucker accepting Resolution 2023-23 accepting new water leak policies. All in favor, motion carried.
Motion by Rucker seconded by Antill accepting Resolution 2023-24 accepting 2024 temporary appropriations. All in favor, motion carried.
Motion by Rucker seconded by Postlethwait accepting Resolution 2023-25 authorizing the mayor to sign amended agreement with Thrasher Group for engineering and RPR services for the Water Plant Project. All in favor, motion carried.
Motion by Minosky second by Postlethwait accepting Ordinance 2023-05 authorizing a 2 percent increase in water and sewer rates. All in favor, motion carried. Motion by Minosky seconded by Rucker to waive the three-reading rule on Ordinance 2023-05. All in favor, motion carried.
First Reading held on salary increases.
