Village of Caldwell Council Meeting Minutes for January, 2023

The Council for the Village of Caldwell met in regular session on Monday, January 17, 2023 at 5:00 p.m., with the following members present: Antill, Rucker, Saling, Minosky and Postlethwait. Welsh connected via Zoom.

The previous month regular minutes approved as written.

Motion by Minosky seconded by Saling that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly and check to Small Town Big Dreams for $1,200.00. All in favor motion carried.

Mayors comments: ARC $500,000.00 Grant awarded for Area E, G and interceptor. Village eligible for 14 million for water plant upgrades. JEDD project moving forward. Downtown planning grant submitted. Olive Cemetery Building, Walking Track improvements, Paving, North Street Drainage project, Curbs, Electric upgrades, Disc Golf, Wall That Heals projects all moving forward.

Village Administrator comments: Working with Joe Miller on Wall that Heals Project. Met with ODOT on North Street Project. Presented letter from water office for residents the option for Quick pay online for water/sewer payments. Vehicles in need of tow in village. Solicitor to follow up on who responsible for payment of tow.

Sheriff Department Comments: Deputy Lumpkin’s submitted reports for activities in Village with 176 hours dedicated to village. Traffic stops, citizen assist, property checks etc. Lumpkins also stated he worked on reviewing Caldwell Ordinances and stated around village checking for disabled vehicles and trashed yards. Deputy Lumpkins started the process on 3 residents for violations of Ordinances.

Motion by Minosky seconded by Postlethwait accepting Resolution 2023-01 authorizing the mayor to apply for, accept, and enter into a Water Supply Revolving Loan on behalf of the Village for design of raw water supply, Water Plant Improvements and water Distribution Projects. All in favor, motion carried.

Motion by Minosky seconded by Saling accepting Resolution 2023-02 authorizing the Village of Caldwell to enter into a Cooperative Agreement with the United States Department of Agriculture for the purpose of Pigeon Mitigation. All yea with Antill abstaining. Motion carried.

Motion by Minosky seconded by Postlethwait accepting Resolution 2023-03 accepting Sheriff Department agreement for one year. All in favor motion carried.

First Reading held Ordinance 2023-01 on appropriations.

Ordinance on salaries discussed. 2022-07 tabled December meeting. Solicitor Beau Cross stated that the Village could pass the Ordinance 2022-07 and keep the number form previous year.

Motion by Rucker seconded by Minosky to accept Ordiance 2022-07. All in favor with Antill no. Motion carried.

Motion by Minosky seconded by Saling nominating Postlethwait President of Council. All in favor, motion carried.

Mayor Wells would like attorney Fischel to review handbook at a cost of $3,000-$5,000. Council did not approve. Solicitor to review.

Business: Councilman Minosky stated benches on North and West Street need removed and/or replaced.

Motion to adjourn by Antill seconded by Rucker. All in favor, motion carried.
