Village of Caldwell Council Meeting Minutes for June, 2023
The Council for the Village of Caldwell met in regular session on Monday, June 12, 2023 at 5:00 p.m., with the following members present: Rucker, Saling, Minosky, Welsh and Postlethwait. Antill absent.
The previous month regular minutes approved as written.
Motion by Welsh seconded by Saling that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. All in favor motion carried.
Mayors comments: Water Treatment Plant Design funding underway. Olive Street Funding approved. Art on Square successful. Walking Track Project almost complete.
Village Administrator comments: Signs displayed at Lake for No Swimming, jumping, etc. Sewer Project underway.
Postlethwait Golf at Lake Project completion end of July – August.
Richard and Brooke Davis of 814 Main Street voiced concerns with previous sewer project leaving behind sink hole in their yard. Follow up with current project. Davis also questioned if he could use motor at Caldwell Lake loading and unloading boat. Councilman Rucker answered no due to lake being water supply for the Caldwell Water Plant.
Motion by Minosky seconded by Welsh to accept Resolution 2023-10 authorizing increases in the 2023 appropriation budget. All in favor, motion carried.
Motion by Minosky seconded by Postlethwait authorizing the village clerk/treasurer to transfer funds with Community Savings and the Farmers and Merchants bank to CD’s not to exceed $1,500,000.00. All in favor with Rucker abstaining motion carried.
Motion by Minosky seconded by Postlethwait authorizing the mayor to sign contract with ODOT for salt removal on State Routes within the Village. All in favor, motion carried.
2023-13 Resolution Fire Department Lease tabled.
Motion by Minosky seconded by Saling to accept Ordinance 2023-03 updating handbook. All in favor, motion carried.
First Reading held on Ordinance 2023-04 amending Codified Ordinance 1066-68 on Caldwell Lake.

Planning/Zoning:
Service/Safety: Councilwomen Welsh requested parking concerns to be reviewed on Walnut Street.
Finance: CD’s to be purchased.
Tourism: Volunteers needed for Wall that Heals. Christmas in July Parade date to be announced.
Parks/Recreation: New pickle ball net installed. Walking track improvements continuing.
Motion by Minosky seconded by Postlethwait to name Samantha Ramage as delegates for RITA. All in favor, motion carried.
Motion by Rucker seconded by Welsh approving absence of councilman Antill during his temporary disability. All in favor, motion carried.
Motion by Minosky seconded by Rucker to adjourn. All in favor, motion carried.
