Village of Caldwell Meeting Minutes for March, 2021

The Council for the Village of Caldwell met in regular session on Monday, March 8, 2021 at 6:00 p.m., with the following members present: Antill, Rucker, Welsh, Saling, Minosky and Postlethwait.

Previous month minutes approved as written.

A motion was made by Minosky seconded by Saling that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly and year end. All in favor, motion carried.

Mayor Comments: Picnic tables assembled, lighting for alleys ordered. Peoples Bank, Linda Archer and Laken Figel will be assisting in care of alleys. Dock installed at Sunset Pond with hand rails on way, submitting grant applications, met with contractors for curb and sidewalk projects, sewer project moving forward, working on parking around square. 

Village Administrator Comments: Pricing curbs for West Street, paving project funding denied, receiving quotes on paving, sewer project going very well, relining to begin in coming weeks, credit card machine for bulk water, drive thru installation next week. Wes Keith passed Sewer Operators Class 1 testing. 

Sheriff Mackie Comments: 33 traffic stops with one leading to a felony arrest. Department assisted with Washington County Sheriff Office with a high-speed chase which led to arrest of one female. One domestic violence arrest and one protection order violation arrest.

Motion to accept Resolution 2021-02 made by Welsh seconded by Antill authorizing the mayor to sign into agreement with AEP for lighting around square. All in favor, motion carried.

Motion by Minosky seconded by Saling accepting Resolution 2021-03 authorizing the clerk/treasurer to sign renewal documents with United Healthcare. All in favor, motion carried.

Motion by Welsh seconded by Postlethwait accepting Resolution 2021-04 Fire Department Agreement. All in favor, motion carried.

Motion by Minosky seconded by Saling accepting Resolution 2021-05 authorizing COVID-19 paid leave. All in favor, motion carried.

Motion by Antill seconded by Postlethwait authorizing the mayor and clerk/treasurer to submit and execute disbursements for the ODNR Capital Improvement Project for the ice-skating rink. All in favor, motion carried. 

Motion by Antill seconded by Welsh authorizing the Village Administrator to advertise for bid miscellaneous village office and surplus equipment. All in favor, motion carried. 

Motion by Minosky seconded by Rucker accepting Ordinance 2021-03 certifying the village as a historic district. All in favor, motion carried. 

Second reading on Ordinance 2021-04 handbook revisions.

First reading on Ordinance 2021-05 Caldwell Lake Pavilion Rental.

First Reading on Ordinance 2021-06 Water Rate Increase.

Motion by Antill seconded by Rucker accepting Ordinance 2021-07 authorizing the Village Administrator to reside outside of Village. All in favor, motion carried. Motion by Antill seconded by Rucker waiving three reading rule on Ordinance 2021-07. All in favor, motion carried. 

Mayor Wells reminded residence they must get zoning permits.

Tree removal discussed and decided to remove trees beside Vision Center.

Councilman Minosky stated there will be a yard sale at the Ball-Caldwell March 27.

Councilman Minosky also reported revenue to general fund in good shape.

Councilman Antill discussed areas in need of patching. 

Golf Carts inspection discussed with decision to follow ORC.

Spring Clean Up to be held June 3, 4, and 5th.
