Board of Public Affairs Meeting Minutes, February, 2020

The Board of Public Affairs for the Village of Caldwell met in regular session on Monday, February 10, 2020 at 10:00 a.m. with the following members present: Radcliff, Estadt and Frederickson. 

Minutes for January meeting approved as written.

A motion to pay the bills including monthly bills and year-end made by Estadt seconded by Frederickson. 

Brett of WE Quicksall reported on water and sewer projects in Village. Sewer Area F – Quicksall has submitted required documents to the EPA for the funding of project. This should go before committee in March. When approved a Notice of Award issued to Ohio Erie Excavating and the contracts will be prepared for signatures. Water Activated Carbon Feed System PTI – Comments were received by EPA on Monday December 9, 2019 any response to PTI from equipment manufacturer or Jason need to be sent to Chip when available.

John Keyser and Scott Wangler of Thrasher reported on Area E, Area G and Interceptor with the following field investigations completed and analyzed and proposed alternatives have been drawn up for each problem. A preliminary engineering report is currently at 90% and going under review. Draft delivered to Caldwell February 12, 2020 per agreement.

Water Superintendent Jason Weber discussed plant operations including the following: NCI Fence completed EPA should remove violation. Replacing GAC building heater with Caldwell Lumber at a cost of $5,500.00. Radcliff discussed repairing ruts around NCI tank weather permitting. Replacing NCI pumps with variable speed pumps at a cost of $10,800.00. Request for more water from Wolf Run under review with ODNR wanting a safe yield study. Wolf Run Lake testing high for green algae bloom. Caldwell lake testing good and continuing to draw from there. Councilman Minosky questioned cost all treating Wolf Run with Weber stating cost at $8500 – $9000. Radcliff stated he did not want the Village to take on this cost he feels responsibility of State. Frederickson questioned when injection building to be finished with Weber stating he is responding to EPA comments. Weber also informed the board he would be having surgery February 17 and be out for 4-6 weeks. 

Sewer Plant Superintendent Jerod Ramage reported on plant operations with the following: Partially collapsed line behind old Mahle plant to repair. Keith and Hardesty have finished probationary period and currently working on passing test for operating license.

Motion made by Estadt seconded by Radcliff to recommend to council to accept salary ordinance. All in favor, motion carried.

Michele’s notes discussed and a motion made by Radcliff seconded by Frederickson to refund Chris Neal $27.83. All in favor, motion carried. 

Motion to adjourn made by Frederickson seconded by Radcliff. All in favor, motion carried.
