Village Council Meeting Minutes, January, 2020

The Council for the Village of Caldwell met in regular session on Monday, January 13, 2020 at 6:00 p.m., with the following members present: Antill, Postlethwait, Doan, Welsh, Saling, and Minosky.  

Previous month minutes approved as written.

A motion was made by Minosky seconded by Doan that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly and year end. All in favor, motion carried.

Mayor Wells reported on the following: Attended a Mayors Association Meeting very informative. Applied for a Capital Improvement Project for an Ice Skating Rink. Stated she will be working at the village evenings and Fridays.  Mayor Wells stated that she is looking forward to working with the Village in revving up the downtown for Christmas and she will be working hard to increase tourism. 

Mayor Wells and council discussed president of council and committees with the following:

President of Council – Phil Doan. Zoning – Radcliff, Antill and Wells. Finance –Doan, Minosky and Postlethwait. Safety – Saling, Antill and Welsh. And new committee tourism – Minosky, Wells, Postlethwait and Welsh.

Sgt. Robert Pointer reported on activity in the Village stating several property checks performed and suspicious person report on two occasions. Noel McFarland discussed with Sgt. Pointer an incident on Fowler Drive with dogs chasing after him. Pointer stated he would visit the dog owners. 

Two residents from Belford Street Pam Kropp and Paul Matheny wanting to know what council could do about trailer on their street stating that they think there are people staying in there without water or electric. Pam Kropp Informed council that there are people in and out all hours of night and she thinks drug related. Residents would like trailer removed. Michael Bettinger owns property trailer is on. Solicitor Ferguson stated he would follow up with letter to Bettinger and do what allowed by law to rectify situation. 

Motion by Doan seconded by Saling accepting Resolution 2020-01 approving an agreement with the Ohio Attorney General’s office for the collection of delinquent income taxes and fees. All in favor, motion carried.

Motion by Welsh seconded by Minosky accepting Resolution 2020-02 authorizing the mayor to enter into contract for the construction of the combined sewer separation Area F with Ohio Erie Excavating LLC at a cost of $958,220.00. All in favor, motion carried. 

First Reading held on Ordinance 2020-01 2020 Appropriations. Second Reading held on Ordinance 2020-02 Salaries.  Water and Sewer Rate increase Ordinance tabled.

Councilman Minosky report on village finances stating the Resolution to collect tax thru the Ohio Attorney General’s office is a good move. Tax collections year to date going well and have afforded the village a new roof, new sidewalk, and a new snowplow truck.

Councilman Antill reported on service and safety with the following: Stop sign Spruce and Lewis need repair with Mayor Wells stating this had been taken care of. Antill also requested new sidewalk swept weekly. 

Councilwomen Welsh stated the need to contact AEP on trees on Cumberland Street and she questioned if council would be having sidewalk program this year and council agreed to continue program. 

Mayor Wells discussed unsafe sidewalks in village with the hopes of receiving grant money for Safe Routes to School for repairs and replacement. Mayor Wells also stated that there is a lot of grant money out there and she would be attending planning commission and Buckeye Hills meetings when she can. 

Fencing around water tower discussed and decided to move forward with installation of fence. 

Commissioner Brad Peoples discussed the feasibility study with council requesting the RCAP study.

Councilman Postlethwait stated hoping to get Ordinances online soon. 

Mayor Wells requested the addition of business to the Village Website.

Motion to adjourn by Minosky seconded by Saling. All in favor, motion carried.
