Village Council Meeting Minutes, December, 2019

The Council for the Village of Caldwell met in regular session on Monday, December 9, 2019 at 6:00 p.m., with the following members present: Antill, Postlethwait, Doan, Welsh, Saling, and Minosky.  

Previous month minutes approved as written.

A motion was made by Minosky seconded by Saling that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly and year end. All in favor, motion carried.

Mayor Bates thanked Bill Ferguson, Council, Sam, Michele, Holly and all employees stating it has been a pleasure to work with everyone. Bates stated that it has been a fast and exciting four years. 

Sergeant Pointer presented council with an activity report with several property check performed and deputies responded to suspicious person reports. Council and Pointer discussed Glidden on North Street using village property for storage and decided the solicitor would send a letter.

A motion to go into executive session by Doan seconded by Postlethwait inviting solicitor and Brad Radcliff to discuss village finances. All in favor, motion carried.

A motion to go back into regular session made by Doan seconded by Antill. All in favor, motion carried.

A motion by Welsh seconded by Postlethwait to accept Resolution 2019-15 establishing temporary appropriations for 2020. All in favor, motion carried.

A motion by Postlethwait seconded by Saling accepting Ordinance 2019-07 establishing a prohibition for inappropriate furniture to be maintained on the exterior of a residence. All in favor, motion carried. 

2019-08 Ordinance amending salaries first reading held with Postlethwait stating he would vote no at this time.

Councilman Minosky reported on village finances stating that tax monies have allowed the Olive Street Sidewalk, new roof on the municipal building, and a new truck for street department. Minosky also reported village accepted for historic district for National Registry. Minosky recommended to council to give village employees a 2% raise.

Councilwomen Welsh reported that Christmas Parade and Ball Caldwell House Christmas gathering very successful and the villages new truck was driven in parade by councilman Postlethwait. Welsh also thanked Mayor Bates for his service to village as Mayor.

A motion by Postlethwait seconded by Welsh to accept the 2020 fire protection agreement with the Caldwell Volunteer Fire Department. All in favor, motion carried.

Mayor Bates reported he would be attending meeting in Marietta on Wednesday for Issue II money for blacktopping. 

President of Council Doan presented Mayor Bates a proclamation thanking him for his service to village.

Doan announced Village employee Christmas party December 18, 2019 from 11-1.

Mayor Bates thanked board member Radcliff for his work on the Board of Public Affairs. 

Motion to adjourn by Antill seconded by Saling. All in favor, motion carried.
