Village of Caldwell Council Meeting Minutes for October, 2022
The Council for the Village of Caldwell met in regular session on Monday, October 9, 2022 at 5:00 p.m., with the following members present: Antill, Rucker, Welsh, Saling, Minosky and Postlethwait absent.
The previous month regular minutes approved as written.
Motion by Minosky seconded Rucker by that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly. Bills to also include insurance renewals and credit card. All in favor motion carried.
Mayors comments: Working on apprenticeship and succession planning for employees. Spoke at Shawnee State Convention. Donations coming in for Walking Track Project and Speaker System.
Village Administrator Crum comments: Trick or Treat, October 27, 6-7. Clean up day October 21-22. Waste Water position open with discussion on whether to hire or not. Mayor stated need to post for succession with Antill and Welsh stating they would like to wait. Water department employee hire discussion with Antill stating no attempt to lower the overtime. Minosky stated the need for license employees.
Deputy Lumpkin of the Noble County Sheriff’s Office reported activities in the Village. 160 hours dedicated to the Village with calls for service, traffic stops, warrant arrest. Councilman Antill requested patrol on Jefferson Drive due to high speed. Councilwoman Welsh stated the Sheriff Department now has a call tree so callers need to be aware if emergency call 911. Village Administrator Crum requested deputy to review Cantor dog issue on Jefferson Drive.
Jack Hayes approached council on Ohio Erie and concluding project. Mayor Wells stated meeting to be held Friday with attorneys.
Pam Kropp discussed concerns around her property on 514 Belford Street with VA to follow up on.
Motion by Minosky seconded by Welsh to accept Resolution 2022-35 authorizing the clerk/treasurer to increase appropriations. All in favor, motion carried.
Motion by Minosky seconded by Rucker accepting Ordinance 2022-06 on salaries. All in favor, motion carried.
First reading held on Ordinance 2022-07.
Committee reports:
Planning/Zoning: Bill Morland approached council on his building that’s been in question. Jason Clift letter read on variance. Clerk/treasurer stated that a meeting will need to be held. Tourism: Christmas activities scheduled.
Service/Safety:
Finance: Clerk/treasurer informed council check received from state for winter storm.
Parks/Rec:
Bids opening held for Walking Track Expansion with two bids received. Parnell – $185,611.76 and Dreams Excavating – $ 386,486.85. After discussion council decided to have solicitor review before accepting bid.
Village Administrator stated waiting on Jim Sholtis to start on cemetery building.
