Village of Caldwell Council Meeting Minutes, July, 2020
The Council for the Village of Caldwell met in regular session on Monday, July 13, 2020 at 6:00 p.m., with the following members present: Antill, Postlethwait, Welsh, Saling, Minosky.
The previous month minutes approved as written after corrections.
A motion was made by Minosky seconded by Saling that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly and bill from Pryor to remove trailer. All in favor motion carried.
Mayor Wells reported the following: Village Clean up huge success with several residents donating time to help. Contest winner for clean up Erica Copley. Special thanks to Chance Rucker and Shane Rucker for helping. Interviewing for Village Administrator. New designs of front doors at City Hall.
Mayor Wells along with the hiring committee for Village Administrator recommend hiring Jeremy Keffer for the position.
Motion by Minosky seconded by Postlethwait to accept the resignation of Phil Doan. All in favor, motion carried.
Mayor Wells recommend to council to appoint Shane Rucker to fill the vacant council seat.
Motion by Welsh seconded by Postlethwait to appoint Shane Rucker to vacant council position. All in favor, motion carried.
Rucker sworn in by Mayor Wells.
Motion by Rucker seconded by Antill for Michael Postlethwait to fill president of council seat. All in favor, motion carried.
Motion by Welsh seconded by Antill to hire Jeremy Keffer for the Village Administrator position. Welsh, yea, Antill, yea, Postlethwait, yea, Saling, no, Minosky, no, Rucker, yes. Motion carried.
Bids opened for Rohrbaugh Building rental with one bid from Tyler Anderson for 2 years at $1800.00 per month.
Motion by Antill seconded by Postlethwait to go into executive session to discuss contract agreement. All in favor, motion carried.
Motion by Minosky seconded by Saling to go back into regular session. All in favor, motion carried.
Mayor Wells recommended to council to accept the proposal for lease agreement from Tyler Anderson.
Motion made by Antill seconded by Rucker to accept proposal from Tyler Anderson for the Rohrbaugh building. All in favor, motion carried.
Kevin Walters candidate for Commissioner approached council to introduce himself.
Motion by Antill seconded by Saling to accept Resolution 2020-06 Mitigation Agreement with the county. All in favor, motion carried.
Motion by Minoksy seconded by Antill to accept Resolution 2020-07 Cares Act. All in favor, motion carried.
Motion by Minosky seconded by Welsh to accept Resolution 2020-08 Appropriation changes. All in favor, motion carried.
Motion by Minosky seconded by Welsh to accept Resolution 2020-09 Ohio Erie Excavating Agreement. All in favor, motion carried.
Motion by Antill seconded by Saling to accept Ordinance 2020-04 Lawn maintenance. All in favor, motion carried.
Motion by Postlethwait seconded by Antill to accept Ordinance 2020-07 Water and Sewer Rates. All in favor, motion carried. Motion by Postlethwait seconded by Saling to waive three reading rule on Ordinance 2020-07. All in favor, motion carried.
Motion by Welsh seconded by Postlethwait to accept Ordinance 2020-08 Pool Fence Height. All in favor, motion carried. Motion to waive three reading rule on Ordinance 2020-08 by Saling seconded by Rucker. All in favor, motion carried.
Motion by Postlethwait seconded by Antill to accept Ordinance 2020-09 Village Administrator Salary. All in favor, motion carried. Motion to waive three reading rule on Ordinance 2020-09 by Postlethwait seconded by Rucker. All in favor, motion carried.
Minosky reported on village finances with no big peaks of money coming in and with the current economy no surety of future income.
Councilman Antill welcomed Rucker and Keffer on board and thanked Rucker for all of his help on clean up day.
Mayor Wells discussed street and curb repairs and the possibility of camping options for Caldwell Lake. Wells also discussed parking lot beside Napa to be painted and used for downtown parking with permission from Matt Davis, owner of the property.
Fireman’s Festival will be held for one day behind Fire Department.
Mayor Wells thanked the Board of Public Affairs for their time of service.
