Village of Caldwell Council Meeting Minutes for August, 2022

The Council for the Village of Caldwell met in regular session on Monday, August 8, 2022 at 5:00 p.m., with the following members present: Antill, Rucker, Welsh, Saling, Minosky and Postlethwait.  

The previous month regular minutes approved as written. 

Motion by Saling seconded Welsh by that council has received and reviewed all monthly reports including bank reconciliation, appropriation status, fund status, revenue status, payment ledger and payroll reports to include paying bills including monthly.  All in favor motion carried. 

Mayors comments: Christmas planning including new activities. Tree Lighting November 23 at 6:00 p.m. Christmas Parade December 3 at 6:00 p.m. 2023 budget review to include more street paving. 

Village Administrator Crum comments: JEDD notice hearing to be held September 12 at regular scheduled council meeting. Olive Township JEDD meeting to be held September 8, 2022. Cliff Road One Way notice posted in paper.   

Sheriff Mackie of the Noble County Sheriff’s Office introduced Phil Lumpkins as the new village deputy. Lumpkins reported activities in the Village with the following: burglary, theft, B&E, domestic violence. Council and deputy also discussed parking issues. 

Jack Hayes approached council about Ohio Erie nonpayment with Mayor Wells stating that Village Solicitor recommend for Hayes to proceed on his own. 

Ethan Ford who interned under Village Administrator gave a report on his activities while interning to include: Attended JEDD Agreement class with OSU, met with surrounding Port Authorities on JEDD, helped with writing Walking Track Grant. Ford thanked the Village for the opportunity to intern. Ford is a junior at Muskingum College. 

Motion by Welsh seconded by Postlethwait to accept Resolution 2022-23 for OPWC paving project in a cooperative agreement with the Noble County Engineer. All in favor, motion carried. 

Motion by Minosky seconded by Saling to accept Resolution 2022-24 authorizing the mayor to prepare and submit to participate in the OPWC State Capital Improvement project for the East Tank Distribution Project. All in favor, motion carried.  

Motion by Minosky seconded by Welsh to accept Resolution 2022-25 authorizing the mayor to prepare and submit to participate in the OPWC State Capital Improvement Project for the Water Treatment Plant Project. All in favor, motion carried.  

Motion by Minosky seconded by Saling to accept Resolution 2022-26 authorizing the Village to employ Attorney Adam Schwendeman of Theisen Brock of Marietta for purposes of breach of contract action against Ohio Erie Excavating, Kraig Slutz and any other necessary subsidiary entities. All in favor, motion carried.  

First Reading held Ordinance 2022-06 amending salaries. 

Discussion on cat ordinances and tree ordinance changes. 

Mayor Wells discussed meeting with USDA on West Street pigeon problem.

Service/Safety: Antill discussed safety issue on guardrail on Cliff Road and Water Plant Road in need of repairs. Crum to follow up.  

Finance:  

Parks/Rec: Disc Golf Project moving along with Councilman Antill and Postlethwait to sell plaques for Disc Golf Holes Sponsors. 

Bid opening for cemetery pavilion with one bid submittal from Jim Sholtis Construction $80,448.00.  

Motion by Antill seconded by Postlethwait to accept Jim Sholtis bid on building with the exception he removes the taxes. All in favor, motion carried.  

Village Administrator also reported the following: Caldwell Lake Ordinances in need of review, Water Department interviews this week for new hires, registered for One Note online classes for himself and Nicole Cuthbertson. Cuthbertson also signed up for other trainings, recommending stump grinding at Caldwell Lake, checking on roof warranty on Municipal Building, Ice Skate Rink repairs with Rink to open November 23, 2022. Looking for portable shed for rink in order to leave restrooms open full time at skating rink.
